2 IHSN and ADP IHSN Status, funding and governance Members: international survey sponsors and TA providers Secretariat: DFID, PARIS21, World Bank (coordination) Management Group chaired by Shaida Badiee –DFID, ILO, PARIS21, UNICEF, UNSD, WB, WHO Core program implemented as a PARIS21 satellite program since March 2006 World Bank funding ($1m for 2009) “In kind” contribution from various agencies Work with academics (Cornell, ICPSR, AED, etc.)

9 IHSN and ADP Will keep expanding (high demand) –Expect 70 countries or more by end 2010 –Expansion mostly in Eastern-Europe/Central Asia, Pacific, Caribbean –Also specific program on population censuses (w/ UNPD, Hewlett Foundation), food security and vulnerability surveys (w/ WFP), health facility surveys (w/ IHFAN) –May work with ICP Focus on more open access to data Task 1 – Data documentation and dissemination

12 IHSN and ADP Task 2 in Nigeria – Improving data on water and sanitation Official MDG estimates were based on 3 surveys. ADP Task 1 made 6 more surveys available. ADP Task 2 used them to assess and improve estimates. 13 IHSN and ADP Problem: all surveys collected data differently

14 IHSN and ADP National workshop organized by National Statistics Bureau with participation of all concerned agencies –Participation of DFID, PARIS21, WB, WHO Availability of well documented microdata allowed assessment and reconciliation of data New and comparable estimates were produced, which give a completely different picture for Nigeria (and for Africa) Standard questions and classifications were proposed for future surveys Data reconciliation workshop

16 IHSN and ADP Task 2 in Cameroon– Improving consistency of education data Initial situation: conflicting estimates from 5 education ministries (administrative data) and NSO (survey data) ADP Task 1 implemented by ministries and NSO; willingness to harmonize (NSDS); UNESCO agreed to help Data sharing between NSO and ministries  education indicators calculated from surveys, compared with administrative sources. Harmonization made difficult because of non-availability of 2003 population census data. Improved questionnaires from ministries; used international classifications on education and occupation (SCED / ISCO) Data collection starting this year will generate comparable and more relevant indicators

17 IHSN and ADP Replicating these experiences “Packaging” the concepts –Generic technical guidelines, TORs, budget, calendar for easy re-use Desk work to identify countries where impact would be highest Propose the package to interested countries and sponsors; ADP to provide support only if/where needed Develop similar pilots for other sectors

19 IHSN and ADP IHSN activities 2006-2009 Tools and guidelines for data archiving –IHSN Microdata Management Toolkit (documentation and cataloguing using DDI standard) –Dissemination policy guidelines (inspired by Canada DLI and UNECE work) –Used by ADP Survey catalog: 3,700 surveys/censuses –Helped identify sources of data for multiple purposes (ILO, JMP, ICP, IFC, others) Logbook for Survey Managers (inspired by DESAP) Question Bank: an on-line repository of survey guidelines

21 IHSN and ADP IHSN activities for 2009-2012 Further develop and maintain existing tools and guidelines New products: –Question Bank –Anonymization software –Guidelines on digital data/metadata preservation –Guidelines on data assessment, harmonization, and analysis Develop training programs for statistics schools (SIAP, ENSEA, IFORD, CEPED, others), and self-learning materials

22 IHSN and ADP Conclusions Strong demand for ADP support and IHSN products Strengths: –Introduced academic best practices and standards in official statistics –Works with many and diverse partners (statisticians, but also data librarians, academia, IT experts) ADP increasingly a “global partnership” Strong and increased support from WB (commitment from senior management) Need more staff and diversify sources of funding
