2 Abstract 21st Century is a new era of integration of the world economy and market globalization.The world is stepping into a digital and information era.It is important to update knowledge and to strengthen the new knowledge.That is to say, developing further education is very urgent. The fierce competition of comprehensive national strength lies in talent. As the most important resource and the core competitiveness, talent is not equal to the people who has been highly educated, more important is that people can continue to update knowledge and ability to cater to the needs of the society and create high value. In China,the government has realized the importance of further education and has taken some measures to ensure the further education's implementation. But,we still have a long way to go. Through the analysis of its history,legislation, characteristics are summed up. Undoubtedly, it is a shortcut to learn some specific measures and philosophy of policy from the UK, such as perfect legislation,inspection system. It will Vigorously boost China's further education, and ultimately improve our competitiveness in the international world.

3 What is Further Education? General further education refers to which provided for those who have left formal education, participated in work,and can assume the adult'responsibility.(UNESCO's Terminology of vocational and technical education ) In UK,Further Education (FE) includes any study after secondary education that's not part of higher education (that is, not taken as part of an undergraduate or graduate degree). Courses range from basic English and maths to Higher National Diplomas (HNDs). FE also includes technical level qualifications and applied general qualifica-tions, which replace diplomas and vocational qualifications.(https://www.gov.uk/further-education- courses/overview) In China,FE includes any study facing all adults,principally serving for professional and technical staff and management personnel after university education.These people can be those who have received formal higher education or have not received formal higher educa-tion,they all have the rights to receive further education.(yezhonghai 1997)

5 Features of FE in UK 1.Further Education Colleges British education system is made up of three parts:compulsory education, further education and higher education. Further education colleges assume the main responsibilities of further education.

10 Who inspects colleges to ensure quality?  From 1902 -1992 colleges were inspected by Her Majesty’s Inspectorate for Schools (HMI)  From 1992-2001 this became the responsibility of inspectors appointed by the Further Education Funding Council.  The Learning and Skills Act 2000 gave the Office for Standards in Education (Ofsted) the responsibility for the inspection of colleges in the further education sector and required that such inspections be carried out jointly with the Adult Learning Inspectorate (ALI). In April 2007 Ofsted merged with ALI to provide an inspection service which includes all post-16 government funded education - but not Higher Education Institutes and Universities which are inspected by the Quality Assurance Agency.

Common Inspection framework for further education According to the Education and Inspections Act 2006, the Common InspectionFramework for further education was devised by Her Majesty’s Chief Inspector of Ofsted.
