Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 The Regional Arrangement on the Radiocommunication Service for Inland Waterways was signed in Bucharest on 18 April 2012. It was concluded between the 17 Administrations of Austria, Belgium, Bulgaria, Croatia, the Czech Republic, France, Germany, Hungary, Luxemburg, Moldova, Montenegro, the Netherlands, Poland, Romania, Serbia, the Slovak Republic and Switzerland. The Agreement supersedes the Regional Arrangement concerning the radiotelephone service on Inland Waterways, concluded in Basel on 6 April 2000.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 The Agreement was concluded in order to implement common safety principles and rules for people and goods on inland waterways, acknowledging that the harmonization of the radiocommunication service will: contribute to safer navigation facilitate more efficient and effective use of the radio spectrum contribute to more efficient, economical and smooth execution of ship management

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 The Agreement, which regulates the radio communication service for Inland Waterways within the territory of the signatory States is concluded in accordance with Article 6 of the Radio Regulations of the International Telecommunication Union (ITU). Structure of the Agreement The Agreement is organized in 4 Chapters and 7 Annexes.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Chapter I – Terminology The Chapter contains definitions of some of the terms used in the text of the Agreement and references to the definitions adopted by the ITU. Below is a brief description of the key terms 1. Radiotelephone service and Automatic Transmitter Identification System (ATIS) The radiotelephone service on Inland Waterways enables the establishment of radiocommunications for specific purposes by using agreed channels and an agreed operational procedure (service categories) using ATIS.

Nautical information - Radiocommunication between ship stations and stations of the competent authorities for the operational services on Inland Waterways. The stations of the above-mentioned authorities can be either land stations or mobile stations. Ship-to-port authorities - Radiocommunication between ship stations and stations of the competent authorities for the operational services in Inland Ports. The stations of the above- mentioned authorities shall be preferably land stations. On board communications - Internal radiocommunication on board of a ship or radiocommunication within a group of vessels being towed or pushed, as well as for line handling and mooring instructions.

Radar Radar is part of the radionavigation service intended for the benefit and for the safe operation of ships 3. Inland Automatic Identification System (AIS) Inland AIS enables the establishment of vessels’ track and tracing systems for specific purposes by using agreed channels and an agreed operational procedure. 4. Maritime Mobile Service Identity (MMSI) An MMSI is mandatory for the usage of Inland AIS. For ships visiting the Inland Waterways covered by the provisions of this Arrangement, an MMSI is required to generate their individual ATIS code.

Administrative Contact Points Persons designated by the contracting administrations for all questions concerning the radiocommunication service on Inland waterways. 6. Ships identification database Contact Points Persons designated by the contracting administrations competent for all questions concerning the identification of the ships under their jurisdiction.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Chapter III – Application of the Agreement The Chapter contains provisions related to: Administrative Handling of the Arrangement and competences of the Committee RAINWAT (regulates the establishment, composition and functions of the Committee RAINWAT, which primary task is to administer, harmonize and optimize the Agreement, maintain the web-site. The Rules of Procedures of the Committee is given at Annex 7)

Information to be provided on the conclusion, content and parties to the Agreement) Chapter IV – Final provisions Regulates the date of entry into force of the Arrangement (18 April 2012) and the invalidation of the Basel Agreement of 6 April 2000.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 1 – administrative provisions for ship stations (cont’d) MANDATORY USE OF ATIS FOR ALL SHIPS VISITING THE INLAND WATERWAYS COVERED BY THE PROVISIONS OF THE ARRANGEMENT It is the responsibility of the shipowners to equip their ships with ATIS-capable equipment and a valid ATIS code. NOTE: Annexes 2 and 3 are not dealt with due to their very technical nature

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 4 – Provisions concerning the operating procedures The general radiotelephone procedure for the Maritime Mobile Service provided in the Radio Regulations (Article 57) applies to radiotelephone communications and test transmissions of the radiotelephone service on Inland Waterways Special provisions: Receipt of messages - Ship stations are obliged to acknowledge the receipt of a message addressed to them

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 4 – Provisions concerning the operating procedures (cont’d) Languages to be used between ship and land stations - the language of the country of the land station; between ship stations - the language of the country in which the vessels sail or as required by Police Navigation Regulations After 1 February 2022 - primarily English language for service categories ship-to-port authorities and ship-to– ship for navigational purposes

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 4 – Provisions concerning the operating procedures (cont’d) Message content - In the service categories ship-to-ship, nautical information and ship-to-port authorities, the transmission of messages shall deal exclusively with the safety of human life, movement and the safety of ships except on the ship-to-ship channels specially defined for the use for communications with a social character.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 5 – Provisions for the acquisition, issue and mutual recognition of radio operator's certificates Procedure to issue a radio operator's certificate: Minimum knowledge to be demonstrated in an examination (Recommendation No. 3) about : the provisions concerning the radiotelephone service on Inland Waterways; operation of a VHF station; radiocommunication procedures for the safety of navigation on Inland Waterways; transmission and reception of messages;

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Annex 6 – Ships identification database A ships identification database, containing all call signs, official names of ships, ATIS codes and MMSI of the signatories of the Agreement has been established. By using the call sign or the official name of the ship or the ATIS code or the MMSI it is possible to retrieve additional information about the inland waterway ship concerned. The database and a search engine can be found on the Committee RAINWAT website especially provided to that end.

Between the 6th and 10th business day of each month the webmaster updates the database. The ships identification database is only accessible by means of a user name and a password

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Additionally the Committee RAINWAT adopted 2 Resolutions and 3 Recommendations related to the implementation of the Agreement. Resolution №1 resolves that: the Central Commission for the navigation of the Rhine (CCNR) and the Danube Com­mission (DC) shall prepare a Guide concerning radiotelephone service on Inland Waterways according to an uniform model and publish it;

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Resolution №1 (cont’d) the competent Administrations shall submit to the CCNR and the DC the necessary contributions and supplements to the Guide concerning the radiotelephone service on Inland Waterways; Administrations shall take the necessary steps that the Guide is carried on board ships; the contracting Administrations shall publish information supplementing the Guide concerning the radiotelephone service on Inland Waterways in appropriate form.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Resolution №2 Mutual recognition of type approvals of radio equipment covered by this arrangement According to the Resolution the Administrations shall mutually recognize their recognized or approved types of equipment if the operational and technical characteristics of the equipment concerned are in accordance with this Arrangement or the established internationally applicable standards

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Recommendations: Recommendation №1 calls for reduction of national exceptions; Recommendation №2 invites contracting administrations to: provide and facilitate the exchange of information on Inland Waterway ships covered by the Regional Arrangement; support the development of a common online database for Inland Waterway ships containing ship names, ATIS code and MMSI.

Workshop 2013 - a prosperous future for the Danube navigation Budapest, September 17th, 2013 Recommendations (cont’d): Recommendation № 3 contains a harmonized examination syllabus of the radio operators’ certificates for the radiotelephone service on inland waterways and recommends that Administrations issue an operator’s certificate for the Radiotelephone Service on Inland Waterways to candidates who have successfully passed an examination based on the syllabus.
