5 5 Inclusion in Design & Implementation  Involvement of Key Stakeholders through the Evaluation – Selection of the Evaluator – Role in the Design – Development of Survey Tool – Investment in Evaluation Capacity Building – Involvement in the Interpretation of Data & Review of Written Products
