2 2 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 The Italian Ministry of the Environment introduced on Decembre 23rd 2013 the new DM 231213 (Decree of the Ministry of Environment) on the Minimum Environmental Criteria (MEC) for Public Lighting. It’s a national action plan on Green Public Procurement for the purchase of:  conventional lamps and LED modules  luminaires and the definition of the design process. The new rule for public lighting in Italy Introduction of the new Decree DM 231213

3 3 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 MD 231213 - Minimum Environmental Criteria (MEC) A push on reasearch and innovation It replaced the previuos first version issued on 2011, introducing some new light criteria on the selection of lamps and luminaires for public lighting. Luminaires that matched the criteria:  20% on 2011  90% on 2012 Great impact on research and innovation

4 4 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 MD 231213 - Minimum Environmental Criteria (MEC) The new MD 231213, developed by ENEA (national research center) with the contribution of Hera Luce (Italian ESCO) and 2 Italian engineers, Alessandro Battistini and Matteo Seraceni, takes into consideration: The new MD: a challenge for environmental sustainability This allows to define the global product cost including environmental ones, like the contribution to global heating  Total Cost Ownership (TCO = product purchase + maintenance + energy consumption)  Life Cycle Assessment (LCA = environmental costs)

15 15 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 Product data in XML format Award Criteria An XML File Format including all related information is preferred:  Product data sheet  3D  Photometric matrix  Laboratory data  Instruction leaflet  Photometric certificate  IPEA assessment  etc. Base Criteria All product data must include:  Data sheet  Photometry  Mounting instructions  Maintenance instructions  etc. Product data are then easily managed through DBMS of the Public Administration Product data management in electronic format (i.e. PDF, Doc, 3DS, LDT/IES … file formats)

16 16 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 The qualified and indipendent planner  Must be registered in the professional board  Must have 5 years’ experience in the field of public lighting design  Must have signed at least 2 designs on energy assessment  Must be independent from any manufacturer of luminaires and lamps/sources The Designer

17 17 Public Lighting and Energy Saving in Italy Electricity 2014 – Eilat – December 4 th 2014 The certification from a third party indipendent laboratory All luminaire data must be certified by an accredited or recognized laboratory following ISO EN 17025 or by a manufacturers’ laboratory under the supervision of an independent and accredited third party Product data certification
