10. Although carryover is allowed, the department reserves the right to restrict eligible carryover. Unspent funds remaining after the final year of the grant cycle (5 th and 10 th years) are not eligible for carryover. A “no-cost extension” to spend down these remaining funds has been established for September 30 th of the calendar year in which the project is scheduled to end.
