1 Miami International Airport’s Integrated Airport Management System
The Miami-Dade Aviation Department and AirIT have worked cooperatively for the last 6 years to develop and implement an integrated airport management system at Miami International Airport. I’m pleased to say that our combined efforts have resulted in a system that integrates our Airport Operational Database (AODB), Resource Manager, PROPworks and PeopleSoft ERP systems Created by Alex Fajet

Track Every Aircraft Operation from Landing to Take-Off Airspace Monitoring (PASSUR) Field checks Data Accuracy and Completeness Interface Controllers Manpower commitment Improve Billing Process and Increase Revenue Improved auditing capabilities Less manual data entry One Centralized Aircraft Operations Database AODB / DAR Crystal Reports Enterprise Replacing old, redundant or disjointed systems Support a Common-Use Environment Dynamic FIDS Manage Resources More Effectively Resource Manager Track: Airspace monitoring – We currently use a PASSUR system to supplement our flight operations data Field checks that are conducted throughout the day to track ground movements Staff that monitors the FAA ground frequency 24 hrs a day Data Accuracy and Completeness: MIA has always believed that interface data needs to be controlled. We asked AirIT to develop interface controllers to allow us to filter, review and control the data that we receive from other systems. Our Airside Operations staff uses the interface controllers to review and control the data that we receive from systems such as Sabre and PASSUR. This manpower commitment ensures that there is some human intelligence that can block incorrect or inaccurate data before it gets into our database. Improve Billing Process and Increase Revenue: We wanted to improved auditing our capabilities We needed a system that required less manual data entry and more efficient use of the Finance staff One Centralized Aircraft Operations Database: AODB (Airport Operational Database) / DAR (Data Archive and Retrieval) database We use Crystal Reports Enterprise to provide users with access to reports through an easy to use, browser-based interface We needed to replace some old, redundant and disjointed systems. The same type of data was being manually entered into many of the old systems. Support a Common-Use Environment: We configured our FIDS system to be flexible and dynamic in order to support a common-use environment Manage Resources More Effectively: We use the Resource Manager to manage and efficiently operate flight operations resources such as gates, ticket counters and bag carousels.

Stay the course – Consistent goals and philosophy Manpower and financial commitment Planning Requirements capture Bill rules definition Procedural Changes Defined software rules drive the billing Increased coordination between different groups and divisions Manpower Interface data review and approval Maintain the AODB Maintain the Resource Manager rules Maintain PROPworks / CAT Maintain the ERP system Commitment: This type of large-scale integrated system requires a serious commitment from the airport administration. If the goals and philosophy that drives the project does not stay consistent, the project probably will not succeed. The implementation and maintenance of a complex system also requires a substantial manpower and financial commitment. Planning: The requirements capture and bill rules definition process is extremely important. If these steps are not given enough attention, the end result will be flawed. Procedural Changes: One of the most challenging aspects of implementing a new integrated system is to change established procedures and processes that have been in use for many years. The fact that the billing rules are clearly defined, configured in the software and applied automatically was a major adjustment for us. An integrated system also requires more coordination between different groups and divisions. Many divisions operated very independently in the past. MDAD has implemented the following AirIT software modules: AODB Resource Manager FIDS Web FIDS Remote FIDS Interface Controller PASSUR GUI Gate Application DAR Aerial View MDAD and AirIT are engaged in long-term maintenance and support contracts for both AOIS and PROPworks

Creation of Billing Rules in PROPworks Synchronization of AODB and PROPworks Reference Data Development of Interface Between AODB, PROPworks and ERP Systems Testing, Re-Testing and More Testing Development of Custom Reports Documentation User Training Define Trouble Call Flows Modify Airline Agreements to Support New Process Obviously, a system with 16 different interfaces requires coordination with multiple vendors. Much of the integration process is very time consuming so you should plan on allocating enough time for things like Creation of Billing Rules in PROPworks Synchronization of AODB and PROPworks Reference Data Development of Interface Between AODB, PROPworks and ERP Systems Testing, Re-Testing and More Testing Development of Custom Reports Documentation User Training Definition of Trouble Calls Flows If the new system changes the collection or reporting process the airline agreements might need to be modified accordingly.

The statistics that we produce is reliable and consistent.The reporting capabilities have been excellent. The improved resource management capabilities of the system allows us to schedule temporary closures and operate more efficiently. The system allows s to very effectively plan for new facilities, changes in airline schedules, closing of resources and facilitate CIP relocations. During the opening of our new South Terminal, we were able to move numerous airlines very quickly and efficiently. The integrated FIDS is dynamic and full featured enough to support our CUTE environment. We have implemented visual paging functionality to meet ADA requirements for the hearing impared. It has emergency messaging capabilities. We are also using our FIDS to show advertising images when the display is not showing flight information.
