www.mot.gov.vn Vision (2) Shanghai Accord, APEC Leaders agreed: “..to embrace the New Economy with an aim achieve 5 percent reduction in transaction costs by 2006; and to include specific actions to strengthen APEC commitment to meet the Bogor Goals* where the importance of trade facilitation is emphasized as a means to generate trade expansion by 2010 for developed economies and 2020 for developing economies” Shanghai Accord, APEC Leaders agreed: “..to embrace the New Economy with an aim achieve 5 percent reduction in transaction costs by 2006; and to include specific actions to strengthen APEC commitment to meet the Bogor Goals* where the importance of trade facilitation is emphasized as a means to generate trade expansion by 2010 for developed economies and 2020 for developing economies” * In 1994, APEC Leaders agreed in the Bogor Declaration to a common goal of free and open trade and investment in the Asia-pacific region-by 2010 for industrialised economies and 2020 for developing economies. There targets knew as the Bogor Goals.

Accordingly, the APEC agenda must be revitalised to keep pace with this new business environment. In particular, APEC must develop a comprehensive business programme building commitment made in the trade facilitation Action Plan (TFAP). The programme must identify specific priorities and targets in areas where substantial improvement in the business environment are achievable and support through the delivery of effective capacity building activities”. One of mentioned areas is e-commerce.
