RESPONSIBILITIES: USD(AT&L) is responsible for "Strengthening the uses of M&S" in DoD Establishing the EXCIMS and DMSO Designating DDR&E to Chair the EXCIMS DoD M&S policies, plans, and programs in coordination with DoD Components Publishing the DoD M&S Master and Investment Plans in coordination with DoD Components Key Points: The USD(AT&L) is the "Czar" of DoD M&S and is accountable to the SecDef for appropriate oversight of M&S across the scope of the Department's operations DDR&E, as Chair of the DoD Executive Council for Modeling and Simulation (EXCIMS), assists the USD(AT&L) in fulfilling this responsibility. Specific responsibilities of the EXCIMS are defined later in this briefing (Slide 7)

Responsibilities (CONT.): DoD Components are responsible for: Ensuring representation on the DoD EXCIMS and designating a single Point of Contact for M&S Developing policies, plans, and programs to carry out M&S responsibilities according to their priorities Publishing their own M&S Master and Investment Plans Providing life cycle management of their M&S applications, standards, and databases Establishing procedures for joint and cooperative M&S development This slide highlights the fact that the DoD Components* have specific responsibilities for managing their own M&S programs and resources, but within the policy guidelines established by DoDD and other related DoD issuances (e.g., DoDI , DoD M&S Validation, Verification and Accreditation (VV&A)," and DoD P, "DoD [M&S] Master Plan.") * DoD Directive , "DoD Modeling and Simulation (M&S) Management," para 2.1.,defines DoD Components as "The Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities."

DoD Components (CONT.) Assuming responsibility for managing DoD common- or general-use M&S applications if designated as DoD MSEA Establishing their own policies and procedures for Verification, Validation and Accreditation of their own M&S Be the final authority for validating and accrediting representations of its own forces and capabilities in joint and common use M&S. DoD Directive , "DoD Modeling and Simulation (M&S) Management," is the foundation document for the whole of the DoD M&S structure and organization. This document established requirements for: EXTRACT from Policy Section of DoD Directive (with paragraph numbers): 4.6. Common and general-use M&S applications (such as terrain, environmental, or common manufacturing process representations) shall be assigned to a specific DoD Component for management responsibility. The DoD Component with that responsibility shall be designated the "DoD M&S Executive Agent" for that application. The Executive Agent shall provide the application to the other DoD Components or will make provision for supporting Component acquisition program milestones requiring the application. Designated M&S Executive Agents shall be responsive to the direction of the Under Secretary of Defense for Acquisition and Technology (USD(A&T)) in the execution of this responsibility. 4.7. The DoD Components shall establish verification, validation, and accreditation (VVA) policies and procedures for M&S applications managed by the DoD Component. The "DoD M&S Executive Agent" shall establish VVA procedures for that application. 4.8. M&S applications used to support the major DoD decision making organizations and processes (such as the Defense Planning and Resources Board; the Defense Acquisition Board; the Joint Requirements Oversight Council; and the DoD Planning, Programming, and Budgeting system shall be accredited for that use by the DoD Component for its own forces and capabilities. 4.9. The DoD Components shall implement a M&S management system for oversight of their own M&S activities, and for coordinating and communicating DoD M&S issues. 4.10. Each DoD Component shall be the final authority for validating and accrediting representations of its own forces and capabilities in joint and common use M&S. Each Component shall be responsive to the other Components to ensure that its forces and capabilities are appropriately represented in the development of joint and common use M&S. 4.11. Data and data administration for DoD M&S applications shall conform to the policies and procedures for data administration specified in DoD Directive (reference (h)). 4.12. Data, information, and information technologies used in support of M&S are corporate assets and shall adhere to the information management policies contained in DoD Directive (reference (i)).

The DoD M&S Vision Defense modeling and simulation will provide readily available, operationally valid environments for use by DoD components: To train jointly, develop doctrine and tactics, formulate operational plans, and assess war fighting situations. To support technology assessment, system upgrade, prototype and full scale development, and force structuring. Furthermore, common use of these environments will promote a closer interaction between the operations and acquisition communities in carrying out their respective responsibilities. To allow maximum utility and flexibility, these modeling and simulation environments will be constructed from affordable, reusable components interoperating through an open systems architecture. The DoD Modeling and Simulation Vision was approved by the Under Secretary of Defense for Acquisition at a DoD EXCIMS meeting in March 1992 (and was reaffirmed by the EXCIMS in 1998). It remains a key document today It focuses our M&S efforts on three major areas or Domains: - TRAINING--which encompasses operations, training, & doctrine - ANALYSIS- covers course of action analysis, force structuring - ACQUISITION - system acquisition, development, upgrades and modernization (across the full lifecycle of a weapon system) It also identifies eight functional characteristics that are required for building synthetic environments. The Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities. Specific representations of the physical environment or environmental effects used by, or common to, many models and simulations; e.g. terrain, atmospheric, or hydrographic effects. Joint M&S. A DoD plan, published under the authority of the USD(AT&L) and with the coordination of the DoD Components, that establishes short-term (present to 6 years) and long-term (beyond 6 years) programs and funding for joint and common use M&S to achieve the specified goals and objectives outlined in the DoD M&S Master Plan. (DoD Dir , E2.1.12) Modeling and Simulation (M&S) Master Plan. A DoD plan, published under the authority of the USD(AT&L) and with the coordination of the DoD Components, that establishes short-term (present to 6 years) and long-term (beyond 6 years) DoD goals and objectives for the application of M&S for joint and common use within the Department of Defense. It shall also include an assessment of current M&S capabilities, a status report on M&S efforts under development, and a road map that delineates the management, investment, and technical strategies required to achieve DoD M&S objectives.
