Foreign Aid By: Navneet Bhangal, Shweta Sharma, Sukhi Sall

What is Foreign Aid? Foreign Aid is an economic, technical, or military aid given by one nation to another for purposes of relief and rehabilitation, for economic stabilization, or for mutual defense.

Types of Foreign Aid Canada engaged a different types of foreign aid including multilateral and Tied Aid. For example, Multilateral Aid is funded by different governments along with Canada; Meanwhile, Bilateral Aid includes aid given by countries to each other. An example could be the Bilateral Aid between U.S and Canada. And another form of aid is tied aid which is given with condition attached. As an example, in Canada more than 30% of Canadian Bilateral and Multilateral Aid is tied to Canadian purchases.

Indirect Foreign Aid Our countries provide foreign aid to developing nation indirectly, also through international bodies including the United Nations, and Government Agencies including CIDA (Canadian International Development Agency). Aid is provided through NGO’s, which include religious groups, and service organizations, such a Rotary International, and charitable organizations, such as Oxfam.

Achievements Another form of foreign aid is where Canada joins agencies of the United Nations, such as UNICEF in their projects for fighting Iodine Deficiency Disorder. Canada has been participating actively in the Canadian Disaster Assistance Response Team medical aid station in the town of Serbian.

Amount of Investments Canada’s foreign aid budget 1.9% of the total budget expenditure Total amount spent on budget is 0.2% of the Gross National Income Largest aid recipient was, Tanzania at 189 million dollars, followed by Ethiopia 181 million and Congo at 157 million Africa received highest aid amounting to 45%, followed by Asia 22% and America 13% 154 dollars per tax payer goes to foreign aid Canada’s overall foreign aid percentage had dropped since 2010 for foreign aid Only a handful of countries have reached 0.7% target including United Kingdom Canada contributed 88% of the total budget for UNICEF’s Salt Iodization project in Bolivia Every year developed countries such as Canada invests 5 billion dollars in foreign aid

CIDA CIDA an organization that administered foreign aid programs in developing countries. They operated in partnership with other Canadian organizations in the public and private sectors as well as other international organizations 4 billion out of the 6 billion goes to CIDA which divides countries into three categories:  Fragile,  Low Income and  Middle Income

Canada’s Benefits Canada provides foreign aid in order to help the projects in other countries, thereby boosting trade relations with them and improving its own economy

Interesting Facts Canada also donates to superpowers like China and Russia Though Canada provides foreign aid with a motif, it sometimes fails to achieve its targets. For example, Haiti had received 1 billion dollars since 2006, but remains the poorest and one of the worst govern countries in the world

Global Levels Canadian aid constitutes only between 1.3% and 3.5% of annual global aid flows to Africa Aid is often wasted on conditions that the recipient must use over prize goods and services from donor countries most aid had not actually gone to the poorest who need it the most Large project including those in Haiti and Ethiopia have failed to help the vulnerable because the money has often been embezzled

Local Levels Increase in the role of Canadian private sector in development assistance and CIDA’s alliance with Canadian mining countries

Current Trends Development aid by Canada increased by 6.1% in 2013 Total foreign aid equals 134 billion U.S dollars Canada and other developed countries have been and contributed to provide substation aid to developed and developing nations of South America, Africa and Asia Those countries have not been able to reap the full benefits of the foreign aid due to political bottle necks and lack of organized network to dissipate various projects The budget for foreign aid in 2015 has decreased by 7.5%

Current Trends Canada is the 14 th country in terms of foreign aid spending behind countries including: the United Kingdom, Norway and Italy. Partnership with the private sectors which provides the aid, have not proved to be hugely successful in developing countries. Between 1975 and 2005, internal evaluation report concluded that only 15.5% of the projects from 1997-2002 had actually been important.

Solutions Government now ties up with private sector partnership with both foreign aid and Canadian business to boost economic growth and trade with Canada. To overcome this problem, the government increasingly uses ODA funds to sponsor the Canadian private sector activity Government has easily become emergency focused and more reactive to situations that need urgent and immediate aid. A recent example is when our government provided aid urgently and immediately to the Nepal earthquake victims
