EUEI Partnership Dialogue Facility At the EUEI 2003 conference in Nairobi, the need was identified for a flexible financial instrument to support policy dialogue on energy between the European Union and African partner countries The Partnership Dialogue Facility (PDF) - agreed between Member States in December 2005 Financed by grant contributions from Austria, France, Germany, the Netherlands, Sweden and the United Kingdom Project Management Unit provided by Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) Governing Board by Member States contributing to PDF

Purpose of EUEI PDF The main purpose of the EU Energy Initiative is to improve access to energy services for poverty reduction – promoting growth, social services and better living conditions. The PDF will support energy policy dialogue to ensure energy planning is fully integrated into wider development strategies. Planning at national and regional level included. Parties will include national and regional governments and organisations, EU Member States, the European Commission and finance institutions. This is not a project design service, although it could help to prioritise investments.

Possible Outputs for PDF Promote an informed dialogue on energy services delivery within government, across line ministries and with non-government stakeholders (e.g. private sector and civil society) Integrate energy into national development strategies Define national and regional investment needs and opportunities, involving financial institutions and private investors Facilitate local level dialogue for services delivery, involving communities, local entrepreneurs and domestic lenders Provide specialist advisory services and the commission expert inputs, such as data analysis, trends, forecasts, scenario planning, to assist policy development Commission research or analysis at country or regional level

Possible Activities for PDF Advise on integrating energy access into national and regional policy and development planning, including Poverty Reduction Strategy Papers Identify and develop appropriate policy instruments, legal, fiscal and regulatory structures to achieve national objectives for energy services Work with governments to include energy in wider national policies, such as water services, education, health, agriculture, industry, transport, rural development and urbanisation Help identify energy investment requirements and opportunities

Help local and national governments find institutional and service delivery models to attract public and private resources, make the best use of them and achieve public development objectives Identify ways of securing investments in energy services from the private and public sectors Provide training and advice to energy service providers, including entrepreneurs, NGOs and the public sector Find practical models for effective partnerships between public and private stakeholders for implementation

Proposals for partnership activities EUEI Secretariat, Brussels or the PDF Management Unit, Eschborn, Germany will receive enquiries or proposals for partnership work (ref. www.euei.org and www.gtz.de) www.euei.orgwww.gtz.de Criteria for selection of partnership activities: Clear indication of host Government interest in the proposal, aimed at improving access to energy, in line with the EUEI’s mandate PDF assistance addresses one or more significant barriers to improved access to energy, in pursuit of achieving the Millennium Development Goals (MDGs) The work may significantly improve the conditions for active markets for energy services, including public-private partnerships
