4 Environmental Health & Safety - ext. 7011 Texas Hazard Communications Act l Purpose, Scope and Authority »To protect employees from exposure to harmful chemicals. »To provide employers and employees with the guidance needed to comply with the Texas Hazard Communication Act (THCA). »The THCA is enforced by the authority of the Texas Department of State Health Services.

6 Environmental Health & Safety - ext. 7011 What Is A Hazardous Chemical? l Chemicals are considered hazardous when they present physical and/or health hazards: l Physical hazards »Are combustible liquids, explosive or flammable liquids, compressed gas and oxidizers. l Health hazards »Chemicals creating acute or chronic health effects.

8 Environmental Health & Safety - ext. 7011 Information l Information about the chemicals you work with comes in two forms: »The manufacturer’s label or product container. »Material Safety Data Sheets (MSDS) that are developed by the chemical manufacturer.

9 Environmental Health & Safety - ext. 7011 MSDSs l MSDSs are kept in each department for chemicals located or used in that area. l A back-up file of MSDSs is kept in the Environmental Health & Safety (EH&S) Office in the Physical Plant, Room 125. l For help in locating a particular MSDS, contact the EH&S Office at 566-7011, or try these web sites: »http:/www.uttyler.edu/safety orhttp:/www.uttyler.edu/safety »http://hazard.com/msdshttp://hazard.com/msds

10 Environmental Health & Safety - ext. 7011 Material Safety Data Sheets MSDSs contain important information including: l Chemical identity- Product identification, name and/or trade name. l Company information – Name and emergency telephone numbers. l Hazardous ingredients- Includes the hazardous mixtures of solids, liquids or gases and any cancer causing compounds. l Physical characteristics- Color, odor and evaporation rate. l Health hazards- Any identifiable health effects.

11 Environmental Health & Safety - ext. 7011 Material Safety Data Sheets l Reactivity- How the product reacts with other chemicals. l Handling and storage precautions- Proper storage and handling procedures. l First aid and the recommended PPE- Proper medical attention and personal protective equipment (PPE). l Disposal and transport information- Procedure for disposal, spill clean-up and transport. l Fire and Explosion hazards- Proper fire fighting procedures and extinguishers.

13 Environmental Health & Safety - ext. 7011 Container Labeling Label –Any written, printed or graphic material displayed on or affixed to containers of hazardous chemicals which includes the same name as on the Material Safety Data Sheet (MSDS). 14 Environmental Health & Safety - ext. 7011 Container Labeling l Container is »Any bag, barrel, bottle, box, can, cylinder, drum, reaction vessel, storage tank or the like that contains a hazardous chemical or contains multiple smaller containers of an identical hazardous chemical.

16 Environmental Health & Safety - ext. 7011 Labels Used at UT-Tyler The Hazardous Materials Identification System (HMIS) is the preferred labeling system at UT-Tyler. Label colors and numbers indicate potential hazards. For example : Hazard Type Blue = Health Red = Flammability Yellow = Reactivity White = Protective Equipment Severity Rating 0 = Minimal 1 = Slight 2 = Moderate 3 = Serious 4 = Severe KNOW YOUR LABELS Health Flammability Reactivity 2 3 0 B Protective Equipment

17 Environmental Health & Safety - ext. 7011 Other Types of Labeling Hazard Type Blue = Health Red = Flammability Yellow = Reactivity White = Other hazards present Severity Rating 0 = Minimal 1 = Slight 2 = Moderate 3 = Serious 4 = Severe Colors indicate the potential hazard. 0 22 W Health Flammability Reactivity Other Hazards The colored diamond was developed by the National Fire Protection Association (NFPA) to aid fire fighters in identifying hazard during a fire. Label colors and numbers indicate potential hazards. For example :

18 Environmental Health & Safety - ext. 7011 Remember Read the label before you use a chemical. If the container labels are missing, damaged, or illegible, notify your supervisor immediately. Know the dangers you may face.

20 Environmental Health & Safety - ext. 7011 Routes of Exposure l Hazardous chemicals can enter your body by: »Inhalation »Absorption »Ingestion »Injection l Each chemical has varying degrees of hazards. l Read and follow the instructions and warning labels on all chemicals.

22 Environmental Health & Safety - ext. 7011 Personal Protective Equipment Safety Glasses Safety Goggles Face Shield Full Mask Cartridge Respirator Personal Protective Equipment (PPE) is designed to protect the employee from exposure to harmful chemicals. PPE should be used as a last line of defense, if the exposure can’t be avoided.

24 Environmental Health & Safety - ext. 7011 Employers Must l Implement a written hazard communication program. l Establish a hazardous chemicals list in the workplace. l Ensure chemical containers are labeled. l Make MSDSs available to all employees. l Document education and training for employees about chemical safety precautions and procedures.

25 Environmental Health & Safety - ext. 7011 l Participate in safety training programs. l Read labels and MSDSs. l Understand the hazards they face. l Follow safety procedures on the job. Employees Must

26 Environmental Health & Safety - ext. 7011 Chemical Manufacturers Must l Determine the physical and chemical hazards of their products and the possible health effects. l Label chemical containers accordingly. l Provide Material Safety Data Sheets that list detailed information about hazardous chemicals.

28 Environmental Health & Safety - ext. 7011 Chemical Spills Remove yourself and other persons exposed to the chemical. Remember, do not take undue risk. Protect yourself from exposure. Alert others in the area of the danger. Call 7300. Confine the area, close doors and keep unauthorized persons out. Evaluate the situation. Will an MSDS be needed and should someone else be notified? 30 Environmental Health & Safety - ext. 7011 Hazardous Material Inventory l Inventory in each department »Maintained by Department Safety Liaisons (DSLs) »The DSLs forward a copy to the EH&S Office by December 31, of each calendar year. l The Texas Hazard Communication Act “Notice to Employees” is posted in each department where other notices are normally posted.

32 Environmental Health & Safety - ext. 7011 Preventing Exposure l To prevent exposure from hazardous substances, UT Tyler and EH&S utilize the following: »Engineering Controls - Measures taken to eliminate personal contact with certain hazards. »Administrative Controls - Written policies and procedures to protect from certain hazards. »Personal Protective Equipment (PPE)- Supplied to the employee for protection while working with known hazards.
