Background In 2004, ASEAN Economic Ministers (AEM) and ASEAN Customs Directors-General set up a regional Inter-Agency Task Force to look into the establishment of the ASEAN Single Window (ASW) The Task Force with the support of ASEAN Customs Administrations and line ministries, assisted by the ASEAN Secretariat delivered the Technical Guide of ASW and NSWs Implementation by early 2006 High Level Task Force, Bali Concorde II: Enhance competitiveness of ASEAN economies and goods in response to new challenges and development by - Adopting the Single Window approach Electronic processing of data and information Ultimate goal: Accelerating the customs clearance of goods and commodities in achieving higher economic efficiency through - Streamlining and simplifying related procedures Basis: Major international standards Conventions of trade facilitation of UN bodies (such as the UNECE, UNCTAD, and others) and of the World Customs Organization and other international bodies. 19 National Single Window (A Pre-requisite of ASW)
(Regionally Compliant) ASW = 10 National Single Windows Other Government Agencies Intermediary Banking & Insurance Industry Trading Community Customs ASEAN/ International Link Transport Industry The NSWs are expected to be established with adequate legal frameworks, technical platforms and functional specifications in Member Countries. They use as standards the ASW Technical Guide as adopted. Its implementation makes use of its Technical Documentation, jointly developed by the Task Force, the expert team and the ASEAN Secretariat. In this endeavor, key users have been identified, inter alia, as follows: a) Government Agencies; b) Banking and Insurance Entity; c) Transport Community; d) Trading Community; and e) Customs Authorities. It was also highlighted the outreach approach of the ASW in specifying connections to remaining NSWs and those of international trading partners. Copyright 2009 Private & Confidential 19

Definition of the ASW Definition of the ASW: ASEAN Single Window is the environment where National Single Windows of Member Countries operate and integrate.” Definition of the National Single Windows (NSWs): The National Single Window is a system which enables: a single submission of data and information; a single and synchronous processing of data and information; and a single decision-making for customs release and clearance. (A single decision-making shall be uniformly interpreted as a single point of decision for the release of cargo by Customs on the basis of decisions, if required, taken by line ministries and agencies and communicated in a timely manner to Customs.) Decided to establish the ASW Technical Prototype using the regional approach based on the following definition: The ASW is a secured environment where National Single Windows integrate and operate. The ASW constitutes a facility that enables a seamless, standardized and harmonized routing and communication of trade and customs-related data and information for customs clearance and release from and to National Single Windows.
