Excerpt from the general summary of CBS-Ext.(06) 7.8The Commission noted that, in view of their fundamental importance for the function of WIS, the ICG-WIS had recommended a formal mechanism to designate the Global Information System Centres (GISC) and the Data Collection or Production Centres (DCPC). Since the basic design features of the WWW infrastructure also apply to the WIS, the recommended procedure for the designation of GISCs and DCPCs was similar to the one which had been successfully used for RSMCs under the WWW Programme. The Commission fully endorsed ICG-WIS conclusions and agreed upon the recommended procedures in principle, which are described in the Annex to this paragraph. These procedures would eventually be included in regulatory documentation related to the WIS. The Commission noted that the designation of DCPCs based on the functions of centres, should also take due consideration of the geographical distribution and relevant zone of responsibility.

Designation Procedure for Global Information System Centres (GISC) 1.1 The procedure for the designation of GISCs consists of four steps, namely: i) Statement of WIS requirements and acceptance by the programme bodies The WMO Technical Commissions and other bodies representing the participating programmes state their requirements for WIS services and will review them periodically. The list of all relevant requirements will be compiled and regularly reviewed by the Inter-Commission Coordination Group on WIS (ICG/WIS) which reports through the president of CBS to EC.

Excerpt from the general summary of CBS-Ext.(06) (Cont.) ii) Service offers by potential GISCs The list of WIS requirements and functions as compiled by the ICG-WIS will be published to serve as a basis for offers to perform the required duties. Existing centres from the WMO basic systems may wish to apply for designation as GISC forming the core infrastructure of WIS. The service offer should include: - A statement of compliance with the required WIS functions, - A proposal for the area of responsibility for WIS data services, and a - Formal commitment by the PR of the Member to provide such services on a routine basis. The service offer should be addressed to WMO and will be submitted to the ICG-WIS, which will inform the president of the Regional Association(s) concerned; the ICG-WIS will analyze the proposed services versus WIS requirements as well as the compliance to the required WIS/GISC functions and specifications, and will formulate a recommendation. Excerpt from the general summary of CBS-Ext.(06) (Cont.) iii) Demonstration of GISC capabilities The candidate GISCs will be invited to demonstrate to CBS their capabilities to provide WIS services to the accredited users with the necessary reliability and quality. This refers to the real-time functions of data and product collection and dissemination as well as to non real-time services for requests. It should also include storage functions for the complete set of WIS data and products and relevant up-to-date metadata catalogues. The coordination functions with other GISCs and the planning of mutual back-up services should also be demonstrated. Furthermore, the adherence to WIS standards and relevant data exchange policies and access rights must be granted. A formal commitment and time schedule to implement the GISC and to provide GISC services in accordance with the offer will be given by the PR of the Member operating the candidate GISC. Upon acceptance of the demonstration of capabilities of the candidate GISC, CBS will formulate the recommendation for the GISC designation. Point 2

Excerpt from the general summary of Cg-XV 3.1.2.13As the WIS was developing as a major component of all WMO Programmes, Congress emphasized the need for appropriate regulatory documentation including organization and recommended practices and procedures (e.g. a Manual on WIS) as well as an implementation plan and guidance material for facilitating the implementation by Member countries at global, regional and national levels. It tasked CBS, in collaboration with the ICG-WIS, to develop regulatory documentation in phases based on the validation of preliminary organisational, functional and operational design. Congress noted with appreciation that CBS, upon ICG-WIS recommendations, agreed upon procedures for the designation Global Information System Centres (GISC) and the Data Collection or Production Centres (DCPC), which were similar to the procedures that had been successfully used for RSMCs under the WWW Programme. Congress endorsed in principle these procedures and encouraged Members to adhere to them until they would eventually be included in regulatory documentation related to the WIS. It noted that the designation of DCPCs, was mainly based on the functions and operational capabilities of centres and would also take consideration of the geographical distribution and relevant zone of responsibility, in coordination with the relevant regional associations.

Excerpt from the annotated agenda of ICG-WIS-4 Report on GISC Russia Pilot Project Mr Leonid Bezruk (WMC/RTH Expert, Russian Federation) presented document 5.4(1) on the status and plans of a WIS related project in the Russian Federation involving creation of a GISC at the WMC Moscow and DCPCs at other centres. Collaboration for Beijing and Tokyo GISC prototypes Mr Hiroyuki Ichijo presented document 5.5(2) on behalf of himself and Mr Peiliang Shi noting the aims of the collaboration for keeping autonomy while exploiting synergy. The project is supported by SIMDAT activity and has contributions from both China and Japan. Mr Shi clarified that at this stage they are experimenting with the technologies and that the focus is on contributing to the regulatory manuals and guidelines.

15. Excerpt from the annotated agenda of ICG-WIS-4 (Cont.) Next RTH New Delhi system and plans for implementation and operation In his presentation, Mr Chakrabarti showed how New Delhi was well placed with its current role as an RTH, supported by four national specialised computing centres and a space programme to rapidly gear up to have a functional GISC by March 2008. Special aspects in support of this includes the well developed call centre industry in India and strong government support to incorporate the GISC functionality into the scheduled new RTH New Delhi facility. Discussion following Mr Chakrabarti’s presentation revealed New Delhi would be making the GISC and catalogues available for other WMO members to utilise. He also noted that the project will be coordinating with the Region VI VGISC and SIMDAT to progress their work. It was noted by the chairs of the expert teams that with India’s advancement of this project the chairs encourage India’s participation in the expert teams, especially the ET WISC and IPET MI. The Chair of ICG_WIS also expressed his appreciation of New Delhi’s efforts to progress Part A of the WIS implementation.

16. Excerpt from the general summary of EC-LX GISC and DCPC designation process 3.5.1.8 The Council stressed the crucial importance of an early identification of GISCs and DCPCs for the actual planning and implementation of WIS. It emphasized that Cg-XV endorsed in principle WIS procedures for the designation of GISCs and DCPCs and encouraged Members to adhere to them. It therefore urged technical commissions to establish a process for identifying their programmes’ candidate DCPCs and to follow the WIS procedures for the designation of DCPCs, including early submission of candidate DCPCs to the ICG-WIS and CBS. The Council supported the early review, made by the ICG-WIS, of the development and planning of several potential GISCs and DCPCs, including the European VGISC and associated DCPCs (EUMETSAT & ECMWF), RTHs Tokyo and Beijing, WMCs Moscow, Washington and Melbourne. It requested the ICG-WIS and CBS, with the support of the Secretariat, to take the necessary action with a view to the preliminary identification, including some designations if possible, of potential GISCs and DCPCs, at its sixty-first session (2009). Excerpt from ICG-WIS Chair’s report agreed by CBS-MG-9 In light of the requirement of EC for a list of candidate DCPCs and GISCs, the 5th Session of the ICG-WIS formed a subgroup chaired by Mr. Al Kellie (NCAR) to collect and assess (validate) the initial offers from Members and Technical Commissions in time for consideration by CBS XIV (March 2009). ICG-WIS also proposes the CBS Management Group form a CBS sub-group to guide and manage the CBS assessment of demonstrated capabilities of candidate centres. The proposed membership of the sub-group are: Mr. Matteo Dell’Acqua (MF - chair), Mr. Hiroyuki Ichijo (JMA), Dr. Okki Lee (KMA), Ms. Li Xiang (CMA), Mr. Ian Senior (BoM), Dr. Siegfried Fechner (DWD), Mr. Raoult Baudoin (ECMWF) and Dr. Don Middleton (NCAR). This team will be an ad hoc expert team at least until CBS XIV. Subject to the outcomes of CBS-MG meeting, this team may need to meet in January 2009 just prior to the next ICG-WIS. Point
