3 Capacity Building (CB) GEOSS-AIP5 aims to provide documentation of ongoing activities of AIP5 participants within each of the 9 Societal Benefit Areas as described in the framework http://www.earthobservations.org/ag_cbc.shtml. http://www.earthobservations.org/ag_cbc.shtml Documentation will be provided in the Engineering Report and the code repository for the capacity building of AIP5 will be posted on the Best Practices Wiki http://wiki.ieee-earth.org.http://wiki.ieee-earth.org CB WG will assist the AIP5 by providing through SAF-Chile testing of web services across several working groups. CB WG will review the GEOSS Tutorial under development to see how to reach out to a greater GEO Community. Capacity Building – GEOSS- AIP5

4 Capacity Building GEOSS-AIP5 has already received contributions and feedback from the Disaster Management WG, from the Water WG, from the Energy WG; within the technical topics, from the Data Sharing WG, from the Tutorials WG and is looking forward to receiving contribution from the other working groups within AIP-5. CB WG will follow the guidelines described here: Capacity Building – GEOSS- AIP5

5 CB supports SAF Chile (GEO founding member since 2007) to test and develop GEOSS web services within its own geoportal so to connect it to other geoportals such as http://www.geoportal.org, NASA and others*. http://www.geoportal.org CB of GEOSS-AIP5 spreads knowledge and skills, foster collaboration and information sharing among different emergencies and research organizations in Chile. The SAF-Chile testing relies on imagery and other geospatial data for monitoring areas vulnerable to or affected by a disaster by providing early warning, by minimizing the response time required to supply information** to decision makers and by making data open. 6 This SAF-Chile pilot implementation and testing wants to demonstrate how these GEOSS web services are so important in the Chilean community and will help to strengthen it. It will raise awareness at the country level, within their respective agencies, services and decision making authorities, in an incremental manner by: strengthening the domestic coordination, the data access and provision of data for GEOSS. using GEOSS-AIP5 capacity building and testing in specific areas (disasters, data sharing and others) as a learning tool.

Discovering the NASA service and other web services. Accessing GeoBliki through OpenID Retrieving images for the target area: Talcahuano. Tasking EO-1 satellite images of the area of interest. Integrating it with the SAF- Chilean geoportal services. Formulating feedback that will help to improve interoperability & usability of the geoportal.

10 Chile – Talcahuano testing area On February 27, 2010, a 8.8 magnitude earthquake and a subsequent tsunami devastated the town of Talcahuano in Biobio region of Chile. The goals are to test GEOSS discovery and access to satellite data; to task specific sensors in order to test the management of events like Talcahuano ones, and to test the integration of web services like the ones provided through NASA within SAF geoportal. 11 Chile – Testing GEOSS web services in volcanic regions Chile is going to test GEO web services regarding volcanic regions like Puyehue Cordón-Caulle area shown here. The goals are to test the integration of web services like the ones provided through NASA with SAF geoportal in 2013 through AIP6. vent and volcanic plume lake and volcanic ashes clouds

12 Capacity Building on Tutorials The Capacity Building WG, with the assistance of the Tutorials WG, is reviewing the Tutorials already under development (Resource Registration for GEOSS Data Providers, Data Quality and Data Sharing – both for data Providers and Data Users, and others) in order to inject the Capacity Building component and reach out the GEO Community. Capacity Building GEOSS-AIP5 aims to contribute to the Tutorial Section in the Best Practices Wiki.
