11  There are rules to be followed if a president becomes disabled.  Vice president becomes “Acting” president.  President would then go to Congress and say that their disability no longer exists. (It can be disputed, however) 14 v.p. have become president. 9 have succeeded to the office upon the death/resignation of the president.
