2. Principles of Early help in Hampshire: Early help is a 0-19 offer. Focus on the child and family’s journey. Seamless pathway of interventions as they move in and out of services, step up / step down across the windscreen of need. A range of effective, evidence-based services in place to address assessed needs. Practitioners need to understand their role both when providing a service as a single agency (emerging additional need) and as part of a multi-agency response (targeted interagency). 2

3. We want: Clearly defined thresholds (with up to date guidance) Clearly defined universal, targeted, multi-agency targeted and specialist provision Better communication and information sharing. Fewer children and YP requiring social care interventions. Better outcomes for children and YP evidenced by the performance outcome indicators. Skilled practitioners who understand their role in early help, including undertaking assessments.

7. Data – quarterly report Jan-Mar 2015 At 31.3.15, 2073 children open to EHHs 55% step down, 45% step up (206 EHA’s) 346 cases closed during quarter 7
