2 Definition of culture « Culture should be regarded as the set of distinctive spiritual, material, interllectual and emotional features of society or a social group, and that it encompasses, in addition to art and literacy, lifestyle, ways of living together, value systems, traditions and beliefs. »

3 UNESCO´S advocacy in culture is based on the following basic tenets: Cultural diversity is a feature of humanity and must be safeguarded to curb a trend towards uniformity in human practices across different cultures, driven by globalization. Consequently, market values alone cannot orient cultural policies. Cultural industries and creativity play an increasingly important economic role as a productive sector as well as a tool to foster integration processes. This sector becomes a strategic outlet for production, dissemination, income creation and poverty eradication. In addition to its economic value, culture has an intrinsing value as a source of identity and spiritual, intellectual, emotional and moral fulfilment. As such, it is essential to the quality of life and to human development. There can be no sustainable development in economic, technological, political, social or human terms without the full recognition of the equality and rights of all cultures

4 Cultural diversity - a fact, a vision, a challenge Cultural diversity is an intrinsic characteristic of ever society Respect for cultural diversity is considered as a prerequisite for peace by the international community The challenge is twofold: ensuring a harmonious coexistence and a readiness to live together in peace for individuals and groups who come from a variety of cultural horizons yet share the same living space and Defending the creative diversity as in multiple intangible and tangible forms(cultural practices, knowledge systems and beliefs, films, music, art,… monuments, natural reserves,…)

5 Intercultural dialogue to positively shape cultural change processes and transformation However, cultural diversity is considered by some as a threat to national stability and social cohesion To address this apprehension the international community increasingly acknowledges the value of intercultural dialogue

6 Cultural diversity A source for interllectual, emotional and spiritual wellbeing (cultural references, values, traditions, cultural practices, e.t.c) and A resouurce for soci-economic development and environmental sustainability( areservoir of ideas about the goo life, knowledge systems about nature, creative expressions and industies,…)

8 Cultural Diversity Programming Lens A strategic tool for incorporating normative standards, ethics and lessons learnt regarding culture and development in programme design, execution and evaluation

9 What is a Programming Lens ? A lens enables people to view their work from a specific (and new) perspective and therefore to raise awareness of this point- of-view and its validity for programming. It is a ordered list of criteria with relevant means of measurement or indicators It is a tool which can be used to systematically evaluate whether projects respect identified principles It is created in a participatory manner by those who will use it It can be used at various stages of a programme: planning, implementing, monitoring and evaluating It can be used for all types of programmes and activities It allows programme officers to take informed decisions.

10 Transforming principles of cultural diversity into operational reality – taking the UNESCO Universal Declaration on Cultural Diversity as the starting point The Cultural Diversity Programming Lens is intended to enable systematic, interdisciplinary evaluation of: 1) Programme design, to ensure adherence to international standards of cultural diversity; 2) Programme interventions, to identify cultural parameters informing and affecting outcomes; 3) Programme adjustments, to model options which are culturally realistic and acceptable for all targeted beneficiary groups and other stakeholders Understanding the cultural context in which programmes are implemented to increase their effectiveness and efficiency.

11 The Culture Diversity Programming Lens is not for the use on culture projects only; it applies to ALL programmes and projects, just as the Gender Lens applies to all programmes and projects Applying the lens
