2. Waste Strategy Project What is Governance / Project Management? Having effective control of Outcomes by those who are accountable. The Partnership has based Governance on the April 2008 Guidance issued by DEFRA. Government requires all Projects to be managed using PRINCE2 methodology. PRjects IN Controlled Environments [2nd Edition] is a process-based method for effective Project management A controlled and organised start, middle, and end; Regular reviews against Business Plan; Automatic management control; Involvement of the right people at the right time; and Good communication channels between the project, project management and the rest of the organisation.

3. Waste Strategy Project Joint Working Agreement In June 2007 the Cabinet / Council agreed to enter into a Joint Working Agreement to deliver the Waste Management Strategy Implementation. The Agreement between ECC and SBC was signed in January 2008 The Agreement is to deliver Partnership Working, realistic evaluation of Risk and Value for Money for both Authorities. Includes: Joint Waste Contracts – Landfill/ Disposal; Windrow Composting; Waste Electronic Electrical Equipment; In-vessel Composting, and PFI Contract. Also Joint purchasing of Landfill Allowances
