1 GUIDE TO MYSPED RESOURCE Section IV Finance and ARRA General Program Checklist Guide

2 Introduction This Guide is written as a resource for Section IV of the General Program Checklist for purposes of Self- Monitoring. When completing the Fiscal Portion of the General Program Checklist, LEA’s should identify the location of supporting documentation and should be prepared to submit supporting documents if requested.

3 CEIS To review the CEIS status of a district, consider the following references/resources for section IV, A: 1) Question 2 on the Budget and AFR School-Age Checklists for the appropriate year 2) CEIS portion of the district or building ACSIP plan 3) Expenditures on the Cognos Annual Financial Report (Year to Date) for the appropriate year. Function codes 1297 and 2213 are the only allowable functions for CEIS.

5 Specialized Transportation To review for specialized transportation, the following reference/resource is recommended for section IV, C: 1) Expenditures for transportation can be found in the COGNOS Annual Financial Report (AFR) for the appropriate year (Year to Date report). 2) Function code 2720 is the most common function used for transportation.

6 Equipment To review equipment purchases in Capital Outlay, consider the following references/resources for Section IV, D: 1) Budget and AFR reports for the appropriate year available in MySPED Resource 2) Expenditures can be reviewed in Cognos Annual Financial Reports for the appropriate year 3) Equipment (Capital Outlay) is for items $1000 or more listed under object code 67000. 4) Approved documentation for items removed from inventory

7 ARRA-MySPED Archives When completing the General Program Checklist for Self-Monitoring, information for Section IV, E concerning ARRA equipment, MySPED Resource Archives is the reference for equipment purchased. The following steps are a guide to the ARRA archived reports for 2008-09, 2009-10, 2010-11 and 2011- 12. All four years of ARRA should be viewed for equipment purchased.

8 MySPED Resource Sign-In Sign in to the password protected MySPED Resource using the district assigned password. https://arksped.k12.ar.us/APPLICATIONS/MYSPED/SignIn.aspx

9 Budget and AFR Archives Place the cursor on the blue tool bar and click Finance, then Finance again. Budget and AFR Archive is the second choice from the top.

10 Finance Type Click on Finance Type for a drop Down menu of report choices. There will be several ARRA reports. Choose AFR reports for actual expenditures. A budget will not show what was actually purchased.

11 AFR Reports Section IV, E (General Program Checklist) asks for districts to review both the ARRA IDEA AFR and/or the ARRA Preschool AFR. Choose each report, one at a time, and print or save to file for reference. Equipment purchased will be in object code column 67000. Also consider approved documentation for items removed from inventory
