Look for regional support:   RIS/RITTS projects are often initiated by a small group of organisations  Try to involve a wider circle of organisation while developing the proposal (regional back-up)  Those involve in the proposal should share the same vision (consensus building)  The organisation acting as project co-ordinators need credibility
