Vietnam's shipbuilding industry is ranked the 5th in the world, up from 11th in the world five years earlier.
The domestic shipbuilding industry is still in its infancy.
The "Shipbuilding Industry Development Program " boosted the industry.

9. DEVELOPING FISHING FLEET
“The government always wants fishermen to have more modern and safer fishing boats, so it has supported this pilot manufacturing program with a specific financial mechanism” - PM Nguyen Tan Dung
Decree 67/2014 for fisheries development:
support for fishermen and docks
- preferential interest rate bank
- loans equivalent to 95% of the total cost
- funds to cover all insurance fees, purchase fishing equipment and get training in ship operation, ship design and maintenance
