3 TERMS OF REFERENCE (ToR)  Registration of ARAA –Recommend country for registration –Recommend timing for registration –Specify requirements for registration –Progress: Constitution ok, add clause on selection of auditors, Decide on country for registration, approve charter

4 ToR Cont… Professionalization  Research Administration as a Profession –Who is a Research Administrator?  Anyone involved in research admin- career not a profession –Definition & Scope ARAA membership. Who should be involved in ARAA?  Confine to admins working in health/related research, scientists & academicians.

5 ToR Cont….Secretariat  Location of ARAA Secretariat –Recommend host institution/country –Recommend best model ( permanent vs. rotational).  Establish permanent home/address.  Location- still open for discussion.  Consider host institutions submitting proposals/bids for evaluation & selection.

6 ToR Cont….Secretariat –Figure out office space requirements –Two rooms required  Office administrator  Admin Assistant –Recommend staffing, financial and logistical requirements  Staff: Administrator, Admin Assistant, Office Attendant

7 ToR Cont…..Bank  Opening Bank Account for ARAA –Recommend country, bank & currency, grants of authority.  Open account in international bank  Hard currency- USD, EUR  Signatories: Administrator, SC member ( Executive Committee)

8 ToR Cont….Finances needed..  Salaries for the 3 employees  Rent  Utilities ( Water, electricity, telephone)  Internet services  Office Equipment & supplies

9 ToR Cont….Members rights  Specify membership rights in the constitution  Members should be given priority when there are training opportunities.  Members should be given password/access to training material from the association website.  Members should be able to use association goodwill to solicit for grants.

10 ToR Cont…Governance  Leadership –Recommend best practice (rotational, staggering of Executive Committee) –Qualifications/requirements for the leadership  Continue with the steering committee and evolve into structured leadership. i.e. 1.Chairman (or President) 2.Vice chairman( vice president) 3.Secretary general 4.Treasurer 5.Chairpersons of the sub committees

11 ToR Cont…bridging the gap  Translation of ARAA communications (Website) to attract Francophone countries.  Currently Continue with English as the official language  Later translate the constitutional into other languages such as French etc

12 ToR Cont….legal framework  Review & recommend appropriate legal framework for ARAA –Constitution or Articles of Association?  Choice to depend on mode of registration. –Consider getting trustees  Process of appointing trustees be stated in the constitution  One of the trustees be Patron of the assoc.

13 Approach  Consult legal experts in each country. Share with other committee members so we can decide on the most favorable institution/ country for ARAA activities.  Consider possibility of getting one legal firm to sort out the legal status of ARAA in all member countries.  Appoint one legal firm to sort out all modalities  Discuss options for such a firm.

14 Key Challenges 1.Harmonization of legal frameworks in different countries 2.Time, as many are involved in their daily business 3.Some issues require money yet framework for funding such not yet established

15 Opportunities 1.Recognition of importance of research administration 2.Funding bodies’ interest??? 3.Networking 4.Benchmarking policies and best practices 5.Improving management and accountability for resources
