1 Gov 2.0 for EPA: Pollution Prevention and Toxics In Support of the June 9-13, 2008 National Dialogue on How to Enhance Access to Environmental Information: Just Do It! Brand Niemann, Senior Enterprise Architect US EPA EA Team June 9, 2008

2 Overview 1. Way Out Risk Taking: –Lessons from Recent Meetings. 2. Information Sharing with a Web 2.0 Wiki: –Tutorial. 3. “Begin with the end in mind” (Steven Covey’s “Seven Habits of Highly Effective People”): –Semantification of emails, documents, spreadsheets, PowerPoints, etc. for federated integration and search.

3 1. Way Out Risk Taking Innovation and Collaboration: –June 1-3, 2008, Government Leadership Summit. Change Leadership 2.0: Harnessing the Power of Disruptive Technologies in Government:Government Leadership Summit Intellipedia: Wikipedia for the Intelligence Community: –Calvin Andrus (thought he was nuts 5 years ago – now revered by the community as the change agent!). –Still a “slog” (battle) to get people to do it and being out on the frontier can be dangerous and lonely. –Trying to eliminate email and PowerPoint, level the hierarchy, get people to connect the dots, etc.

4 1. Way Out Risk Taking June 4-5, 2008, EPA MISD Retreat on Improving Communication: –Reward risk-taking instead of punishing mistakes and failures. Mistakes are ruling out what does not work and failures are not trying again. –Formed MISD Tools and Processes Work Group. Foster good ideas to improve business workflow processes and communication protocols. June 5, 2008, Georgetown Law Center Event on The Future of E-Government: How Can E-Government Better Serve the Public?: Quantifying success from four different viewpoints (Academia, OMB, EPA E-Rulemaking Program, and Public Interest Groups). Technology projects could be viewed as inherently unsuccessful because they alone do not improve participation in them.

5 2. Information Sharing with a Web 2.0 Wiki: Tutorial This Gov 2.0 web-services platform pilot with a Wiki interface is for the EPA OPPT Information Management Division and their broader community of practice (OPPTS). This work is part of the Ontology for Segment Data Architecture in the EPA Enterprise Architecture Program. An ontology is the categories of interest in a domain and the relationships among them.

Note: This shows how agile and flexible the Web 2.0 Wiki environment is to respond to requests that would be more difficult (or impossible) and time consuming with Web 1.0 collaboration technology.
