2 WHAT IS A 5-YEAR REVIEW? Evaluation of in-place remedy to verify that it remains protective of human health and the environment Requirement under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Navy policy is consistent with EPA guidance

5-Year Review report includes the following: Protectiveness determination Documentation of any deficiencies identified during the review Recommendations for specific actions to ensure that a remedy will be or will continue to be protective 5-Year Review process integrates decision document information and operational data of actions at the site Evaluates implementation and performance of selected remedy

Per EPA guidance, the six components of the 5-Year Review process are: Community involvement and notification Document review Data review and analysis Site inspection Interviews Protectiveness determination

5 WHEN IS A 5-YEAR REVIEW REQUIRED?
Upon completion of remedial action, hazardous substances, pollutants, or contaminants remain above levels that allow for unlimited use and unrestricted exposure Any Record of Decision signed on or after October 17, [effective date of Superfund Amendments and Reauthorization Act (SARA)]

6 5-YEAR REVIEW “TRIGGER”
Selected remedy will not allow for unlimited use and unrestricted exposure Remedial action construction Initiation of construction triggers the 5-Year Review clock No remedial action construction (e.g., monitored natural attenuation, institutional controls) Record of Decision date is trigger First 5-Year Review completed within five years First OU1 5-Year Review in 2002 Subsequent 5-Year reviews completed no later than five years after previous 5-Year Review reports

8 OPERABLE UNIT 1 OU1 consists of Installation Restoration (IR) Site 1 Runway Landfill and former IR Site 2 Golf Course Landfill Record of Decision signed in August 1997 In 1997, approximately 23,000 cubic yards of refuse from Site 2 was excavated and consolidated with Site 1 No further action at Site 2; three years of groundwater monitoring completed

9 OU1 REMEDY Major components of OU1 remedy include:
12 acre, 2-foot thick, multi-layer, engineered cap Groundwater/surface water monitoring (12 wells, 2 piezometers, 2 trench wells) Landfill gas monitoring (4 wells, 19 gas vents, 21 perimeter locations) Institutional controls: fencing and cap disturbance restrictions Inspection/maintenance of vegetative cover, cap, monitoring components, pump appurtenances, and institutional controls
