5 The Current Problem: Statistics
1. In 2011, the number of sex slaves is estimated at (INSERT HERE!!) 2. Most sex slaves are imported into Germany from places like Russia 3. Sex trafficking promotes societal breakdown, government authority erodes, economic failures due to loss of labor, encourages corruption, and many other effects 4. Typically men, but there is no “typical” slave owner, wealth of owners is varied 5. Germany is a popular sex slave destination because of legalized prostitution, high demand, large supply, and high profitability rates 1. Exactly how many slaves are there in Germany? 2. Where do most sex slaves in Germany come from? 3. How does this effect Germany? 4. Who purchases the slaves? 5. Why Germany?

10 Germany’s International Status
Trafficking Victims Map

11 Prostitution in Germany
Most trafficking victims are women and girls between the ages of 16 and 25 who are forced to work as prostitutes In Germany, 75% of the prostitutes are foreigners In Germany, pimps employ young girls as prostitutes to service truck drivers and travelers along the borders with Poland and the Czech Republic There are 6,000-8,000 women in prostitution in Hamburg, about 70% of them are migrant prostitutes

12 Prostitutes from Eastern Europe
50% of the migrant workers in Germany are East European women, from Poland, Ukraine, Bulgaria, Romania and the Czech Republic. The majority is controlled by pimps, isolated in apartment-brothels and controlled by Russian mafia organizations Homeless children in Romania have increasingly been trafficked under false pretenses and forced into prostitution in Berlin and Hamburg The E55 highway from Berlin, Germany to Prague, Czech Republic is lined with hundreds of prostituted women, the cheapest, typically gypsies or Ukrainians can be bought for US$10-20

13 Prostitution to and from other regions
The second largest migrant group of women in prostitution is from Latin America, mostly from the Dominican Republic, Ecuador, Colombia, Venezuela and Brazil. Dominican women are confined to apartments, while those from Ecuador work in the street, or in bars and cabarets. At least 10,000 of estimated 200, ,000 German sex tourists seek to sexually exploit children

14 Sex Tourism The Philippines, Thailand, South Korea, Sri Lanka and Hong Kong are some of the primary Asian destinations for organized sex tours from Germany 200,000 German men travel abroad each year as prostitution tourists, many of whom are seeking girls under the age of 14 Germany passed a law in 1993 to convict citizens for having sex with minors abroad, but prosecutions have been rare since and foreign officials ignore the reality of prostitution tourism

16 Sex Slavery is prominent in Germany
In Germany, there are many women from eastern Europe that end up being trafficked by Germans themselves. In 2003, 1235 sex-trafficking victims were found and aided to release, compared to 673 in In 2008, 639 victims were reported. In The Federal Police of Germany, or the BKA, reported that in 2006 they had completed a total of 357 investigations on human trafficking, with 775 victims. 35% of the suspects were Germans born in Germany and 8% were German citizens born outside of Germany. It’s clear that the BKA is already working actively towards getting rid of sex slavery within it’s country, especially given that in 2003 there were more than twice the amount of cases of sex slavery victims than there were in It’s clear, though, that there is still a noticeable contingent of criminals involved in sex slavery in Germany, and something needs to be done about it.

17 Prostitution in Germany
In Germany, prostitution is legal My opinion Whether or not it’s for the best, prostitution is legal in Germany. In 2002, the government in Germany changed the law in order to improve the social standing and legal issues with prostitutes. Since this has been the norm in Germany for eight years, it’s arguable both ways whether it has a positive or adverse effect on sex slavery in Germany. Because of the legalization of prostitution in Germany, I think it does much to benefit the eradication of sex slavery in Germany entirely. Sex slavery is a very profitable business (people can earn upwards of $200,000 per year), because what they do is in demand, but illegal. When Germany legalizes prostitution it takes away a big edge that the criminals have—it renders their angle useless, by making what they do legal.

18 Sex Slavery may be increasing
From Katie Adams, director of a non-profit non-governmental organization dedicated to stopping sex slavery in Germany When asked about the surprisingly low numbers given for sex slaves in Germany, Katie Adams responded with: According to KOK, prostitution and sex slavery in Germany are Becoming more and more widespread. Katie Adams, an executive officer of KOK has said this: “Mostly from countries in eastern Europe, although the numbers of women that are being forced into prostitution that are Germans and being trafficked within Germany is rising too.” Germany is a transit and destination country for men and women trafficked for the purposes of commercial sexual exploitation and forced labor. Victims were trafficked to Germany from other parts of Europe, Africa (primarily Nigeria), Asia, and the Western Hemisphere. Approximately one- quarter of sex trafficking victims were German nationals trafficked within the country. What is the extent of trafficking in women to Germany? Unfortunately I can’t give you as a definite answer on that because we think the numbers that are known about are only a fraction of what is actually happening. The numbers that are most reliable are those published by the Federal Criminal Office. The number of victims officially known about in 2005 was 642. But we are working on the basis that the actual number is much higher.

19 Who’s fighting sex slavery?
KOK is an umbrella organization with over 39 branches, all dedicated to one or more of the following uses: counseling centers for victims of trafficking specialized counseling centers for women projects for female migrants women’s homes counseling centers for prostitutes lobbying organizations According to KOK, prostitution and sex slavery in Germany are becoming more and more widespread. Katie Adams, an executive officer of KOK has said this: “Mostly from countries in eastern Europe, although the numbers of women that are being forced into prostitution that are Germans and being trafficked within Germany is rising too.” One of the most active organizations in fighting sex slavery in Germany is KOK, a non-governmental organization founded in 1987. From the KOK homepage it’s listed that they are dedicated: To combat trafficking in women on a worldwide basis To have trafficking in women recognized as a human right’s offence To achieve the realization of human rights for female migrants and strengthen the rights of trafficking victims To combat the racist and sexist discrimination of female migrants To achieve realistic social equality for prostitutes

20 What Germany can do From the US Embassy homepage
Explore ways, within the parameters of the German judicial system, to increase the number of convicted traffickers who are required to serve time in prison; continue to improve efforts to identify and combat labor trafficking; ensure forced labor and child victims, access to appropriate assistance and protection; standardize victim assistance measures and government-civil society cooperation across the 16 federal states; and strengthen awareness campaigns targeting beneficiaries of forced labor and clients of the sex trade, particularly in the most frequented red light districts. It’s clear the issue of prostitution and sex trafficking is prominent in Germany, but as I stated in an earlier slide, there have been more and more uncovered cases of sex slavery in Germany. If Germany continues on it’s path to uncover sex trafficking criminals and organizations like KOK still work towards a common goal, sex slavery will eventually become a thing of the past.
