12 years of Internet Governance Debate Challenges on IG @raulecheberria VP Global Engagement Internet Society echeberria@isoc.org

Antecedents 2003 : World Summit on Information Society, WSIS in Geneva Purely governmental process. Hard to participate. Original motivation: to increase the participation of governments in IG processes and mechanism 2005 : WSIS in Tunisia Creation of Internet Governance Forum Internet Governance principles One of the problems: IANA functions, performed by ICANN, under US Gov. Oversight.

Evolution of IG 10 th Internet Governance Forum to be held in Brazil in November. Huge differences with the situation in 2003 Much mature relation among all stakeholders Participation of non governmental actors in Intergovernmental forums and viceversa. Bilateral exchanges, cooperation

Internet Governance Forum (IGF) 9 annual meetings so far. Multistakeholder Advisory Group – (MAG) Important continued evolution in Agenda (this is the right place for discussing even the most controversial topics) Format Outcomes Permanent increase of Regional and national IGFs

Current situation Broad support to continue evolving IGF. IGF 2015 in Brazil will be key. IGF started to produce Best Practices, Important step forward in the process of producing outcomes. SPAM IXPs CSIRTs Multistakeholder mechanisms Countering abuse against women IPv6 adoption On line child protection Local contents ISOC contribution to cybersecurity debate Collaborative security -

ISOC View The IGF has to continue being the central forum of Internet governance ecosystem. All other initiatives should contribute to strengthening the IGF. Strong commitment with strengthening the IGF Creation of IGFSA is one more ISOC initiative on that direction. Supporting in action the continued improvement of IGF. IGF 2015 should be a success. Strongly supporting the renewal of the mandate of the Internet Governance Forum.

ISOC view An open WSIS+10 preparatory process to build a positive post-2015 vision: over 100 organizations and individuals have endorsed the letter we have sent to the President of the UN General Assembly: www.openwsis2015.org; www.openwsis2015.org IANA: enabling a successful transition through a multistakeholder process.

ISOC View Regional and National “IGF like” mechanisms are crucial for making the global multistakeholder dialogue to impact in policy making. And for feeding the international debate from regional and national perspectives Multistakeholder is a vehicle. The ultimate objective are development and human rights. MS gives us an opportunity of innovation in developing policies that produce a better and higher impact in that sense. It is clear today that the Internet – and the way it is governed – have become an opportunity for the economic development and social progress.
