34 Capacity Building.  Training has been conducted for following categories of persons involved in the MDM scheme.  Training of Officials of the MDM cell at all Districts.  Training of SHG members in all districts regarding various aspect of management of MDM  Training of Women SHG through convergence with SGSY Ministry of HRD, Govt. of India

35 Best Practices.  In the rural areas of Madhya Pradesh SHGs of poor women have been appointed at school level for the overall implementation of the Programme.  For the procurement of Utensils, Decentralised system has been adopted.  Funds are released directly to PTAs /SHGs  The utensils are purchased by the PTA from the local market  To ensure quick flow of funds banking networks is being used from the state level to school level. 36 Conti…..  Monthly Bank Statements of Mid Day Meal account of cooking cost at the district level is monitored to assess the status of release  For construction of kitchen sheds money is released to Gram Panchayat account and the supervision is done by civil engineers of RES wing of Panchayat and Rural Development Department.  Services of Prasar Bharti (All India Radio) are being taken for IEC activities.

37 Evaluation Studies  Studies were conducted by DIETs. The Major findings are: School attendance, Health status and academic status of the children are improving by taking MDM. Poor women are being Benefitted by the Involvement of SHG in MDM Most schools have kitchen sheds and kitchen devices. Teachers, students and parents are satisfied with the quality of MDM. 38 Community participation.  PTA / SHG under supervision of Gram panchayat are responsible for the Implementation of MDM at the school Level. Ministry of HRD, Govt. of India

39 Greivance Redressal Mechanism  ( Citizen Facilitation Centre ) Nagarik Toll free Number 155343 has been established at the State level which works from 7 A.M. to 11 P.M.  Grievances are lodged ONLINE and forwarded immediately to the concerned officers  This number is widely advertized in newspaper and painted on the wall of the Kitchen sheds and schools.  Any citizen of the state can register his complaint on the toll free number.  Status of Complaints registered can be seen on the website www.telesamadhan.mp.gov.in

40 Report to Commissioners of the Supreme Court (May-2010)  Out of 95 schools covered, only in 77( 81% )of the schools were found to be providing MDM.  In the remaining 18 schools either the schools were closed or ration had not reached to the schools.  44% of the schools are not serving MDM regularly.  It was learnt that many of the utensils for cooking are brought from the cook’s home  Out of 95 schools only 61 have drinking water facility.  Only 61 schools had Kitchen sheds.  Out of 95 schools only 65 are providing food of average quality

41 Cont…..  In 8 schools children are being provided food of extremely low quality.esp(Chattarpur) this is clear violation of SC order dated 28 Nov.2001  In 66 schools out of 95 no menu found on the school walls.  The grains do not reach schools in time with the result there is a clear violation of SC order (Less than 200 days )  The problem of non payment to SHGs is quite common in all the villages and also payment not paid on time.  In the survey 9 schools were found where discrimination has been found on the basis of caste. Maximum no. of cases found from Chatarpur District

49 ISSUES Ministry of HRD, Govt. of India  No SSMC Meeting  MDM was served only for 15 days in the first Quarter 2010-2011  Delayed payment to Cook-cum –Helpers  MME Plan not submitted  Report to Commissioners of the Supreme Court says that many of the utensils for cooking are brought from the cook’s home  Foodgrain Utilisation is 64%. 82.6% Children in the age group 6-35 months are anaemic in the State  Low utilisation of Food Grain in many Districts.
