(State Statute Section 380.06(1)) any development which, because of its character, magnitude, or location, would have a substantial effect upon the health, safety or welfare of citizens of more than one county, determined in part based on the size of the development,

Numerical thresholds for different types of development are identified in Florida Statutes, and Florida Administrative Code, - Shopping Center (40 acres or 400,000 sq. ft.), - Office (30 acres or 300,000 sq. ft.), - Residential, Depends on County population, Flagler County - 750 units) - Combination of different development to reach threshold
