FOREST SURVEY OF INDIA Ministry of Environment & Forests Government of India
2
Forestry Database-What it is, its advantages and outcome Spatial features and forest attributes to be captured in database Present status in SFDs Strategy/Plan of action Financial projections Roll out strategy Case study of Haryana Presentation Outline
3
Organization of data in geo-referenced platforms. Quantitative, Qualitative and Administrative attributes. External factors having direct/indirect bearing on forests. Facilitates rational, informed, unbiased and expeditious decisions. Seamless, Integrated and Online accessibility. Elements of Forestry Database
4
Effective forest protection Cogent forestry planning & programme making Effective Programme Implementation Geo recording of all forest land diversion cases & their monitoring Planning & execution of all CAMPA related activities Planning, execution & monitoring tool for GIM Monitoring Impact Assessment Digital Record of assets/Asset Management Advantages
5
Effective Administration/Management Near real time monitoring Transparency/ good governance Accountability Responsive delivery from the sector Social inclusion Likely Outcomes
6
Administrative boundaries Division Range Sub-range Beat Compartment Silvicultural management units Various Working Circles Felling Series Ecologically sensitive areas All Land diversions Components of Spatial Database

13
Flow Chart For Creation of Database Collection of Existing Information Geo-referencing/ Geo Tagging (wherever req.) Display on GIS Platform Validation Decision on Disclosure Identification of Information Gaps Is information already available? Identify agency(ies) to generate information Yes No
14
Present Status of Geo Spatial databases in SFDs Only few states (like MP, AP, Orissa, TN, Sikkim) have databases in GIS usable format Some other states (10) have rudimentary geo-spatial information Rest are lagging No uniformity in methodology, scale, formats, attributes, projection Inadequate Ground control leading to mismatch in features on ground and map/image
15
Strategy/Plan of Action Three scenarios envisaged States in possession of spatial data to deliver it to FSI State already doing boundary demarcation/GIS will be provided Technical assistance States not yet started- work would be done under technical guidance/ support by FSI MoEF Finalising Broad Features/Macro-Design of Database Coordination With Ministries and State/ UT Govt. Policy Decision on Disclosure/ Access Funding/Support Monitoring KEY PLAYERS
16
Assist the SFDs in creation of the geospatial database Build capacity of the state officials for use & maintenance Host the data and publish it online FSI will be the repository of all such geospatial & MIS related database Provide DSS to use this database for various purposes Provides various GIS based applications to create management related database Monitor the change in forest over a period of time Monitor the plantation activities over a period of time FSI
17
SFDs to nominate their nodal officer (CCF/APCCF i/c Resources Survey and Mapping Work in states to be initiated in coordination with FSI (Zonal Offices) e-champions from the SFDs to be trained by FSI e-champions to train frontline/field staff satellite images/ maps, GPS etc. to be procured by FSI and provided to the SFDs Respective divisions of the SFDs to be working units for digitization/ boundary survey, creation of GCPs Ground Truthing of Geo Information Data at state level to be collated/compiled under direction of the nodal officer On line transmission of data between states and FSI States to be owners of spatial database SFDs
18
Identification and Standardization of Hardware/Software Identification of Information Source Development of Protocol/ Standards for Geo Referencing Preparation of Training Manuals Training of State/UT Government Functionaries Support Group (Domain Experts)
19
Procurement of High resolution satellite data (~ 12 crores) Equipments/instruments ~ 10 crores Hardware/ Software (FSI) ~ 4 crores Trained Personnel deployment ~ 3 crores Monitoring/Supervision by FSI officials ~ 1 crore Total 30 crores Financial Projections
20
Roll Out strategy Approval/funds availability (MoEF) – 3 months Preparatory stage with SFDs/training- simultaneously starts Procurement of equipments/images, maps etc. – 6 months Commencement of work including positioning using DGPS (high accuracy), digitization etc. – 1 yr Database is housed and becomes operational- 2 yrs
