Our Vision - Healthy Kansans living in safe and sustainable environments ASBESTOS INDUSTRIAL FACILITIES Presented by Scott C. Bangert Bureau of Air & Radiation Kansas Department of Health and Environment

Our Vision - Healthy Kansans living in safe and sustainable environments BACKGROUND Greek adjective meaning inextingushible Mineral Serpentine Chrysotile - most commonly used (95%) Amphibole Amosite, crocidolite, anthophyllite, tremolite, actinolite Rock crushed, milled and graded

Our Vision - Healthy Kansans living in safe and sustainable environments

HAZARDS Inhalation is primary hazard Smoking and asbestos

Our Vision - Healthy Kansans living in safe and sustainable environments DISEASES ASBESTOSIS - scarring (fibrosis) of the lung LUNG CANCER - malignant tumor of the bronchi covering MESOTHELIOMA - cancer of the mesothelium, the lining of the chest/abdominal wall LARYNGEAL CANCER – cancer of the larynx

Our Vision - Healthy Kansans living in safe and sustainable environments FRIABLE vs. NONFRIABLE Friable ACM - >1% asbestos that can be crumbled, pulverized, or reduced to powder by hand pressure when dry Nonfriable ACM - >1% asbestos that cannot be...... Nonfriable can be made friable by sanding, grinding, abrading, weathering

Our Vision - Healthy Kansans living in safe and sustainable environments ASBESTOS BANS Spray-applied surfacing of ACM –1973 NESHAP –1978 NESHAP Thermal System Insulation ACM –1975 NESHAP EPA Asbestos Ban and Phaseout Rule (40CFR 763 subpart I, Sect 762-160 - 763.179) –Products still banned –Products not banned

Our Vision - Healthy Kansans living in safe and sustainable environments USES OF ASBESTOS Used in over 3600 products Enhance strength Insulation/condensation control Acoustical

Our Vision - Healthy Kansans living in safe and sustainable environments Common ACBM Cement Products – (Cat. II nonfriable) –Asbestos pipe & fittings, sheets, shingles Construction Products –Wallboard, roofing, siding, pipe insulation Felts & Papers ( Cat I nonfriable) –Roofing felts, pipe wrap Floor Coverings (friable) –Tile & sheet flooring

Our Vision - Healthy Kansans living in safe and sustainable environments Requirements for Industrial Facilities. Inspect and identify all asbestos containing materials Evaluate the Condition of Any Asbestos Train personnel Do not disturb if you don’t have too If the asbestos is going to be disturbed then hire a licensed contractor or use trained employees of the facility to remove

Our Vision - Healthy Kansans living in safe and sustainable environments Training Requirements Awareness – Work around but don’t disturb (janitorial) 16 hour training – Work around and possibly disturb (maintenance) 40 hour training – actively abate

Our Vision - Healthy Kansans living in safe and sustainable environments Demolition of Structures and Buildings Inspect (if safe to do so) Evaluate the Condition of Any Asbestos (friable or nonfriable) Hire a licensed contractor or use trained employees of the facility to remove friable (notification required) After friable is removed - demolish or renovate (notification required)

Our Vision - Healthy Kansans living in safe and sustainable environments What Should You Do With Damaged Buildings & Debris? If unsafe to inspect the assumption must be made that friable asbestos is present Debris should be wetted when disturbed for demolition or loading (Class II Supervisor on site) Sort by trained personnel may be a option Vehicles should be covered when transporting waste that contains or is assumed to contain friable asbestos

Our Vision - Healthy Kansans living in safe and sustainable environments Disposal Disposal should be at a landfill approved by KDHE Bureau of Waste Management. –Friable – Approved Landfill –Nonfriable – to any landfill that will take Burning of debris that contains or is assumed to contain asbestos is prohibited
