An OpenCourseWare (OCW) is a free and open digital publication of high quality college and university ‐ level educational materials. These materials are organized as courses, and often include course planning materials and evaluation tools as well as thematic content. OpenCourseWare are free and openly licensed, accessible to anyone, anytime via the internet. OCW ≒ Free Textbook + α ?

5 What is OpenCourseWare ?  Collection of course materials used for university courses published by individual universities.  Text book, PPT slides, Hand out, video etc.  Not always designed for on-line learning.  Not all courses of participating universities are published. 5

6 Japan OpenCourseWare consortium  Started on May 13, 2005 as Japan OpenCourseWare Alliance.  In year 2006, JOCW officially established. 6

10 Courses from JOCW  Most of them are in Japanese (2,500 out of 3,000) Because most of courses taught in Japanese Universities are in Japanese. Is this good or bad? Global point of view  Little impact on learners who do not understand Japanese Local point of view  Good for Japanese learners In Japan, Life long learning or recurrent education are not popular yet. Nice show case of university education. 10

OpenCourseWare Consortium The OCW Consortium is a worldwide community of hundreds of universities and associated organizations committed to advancing OpenCourseWare and its impact on global education. We serve as a resource for starting and sustaining OCW projects, as a coordinating body for the movement on a global scale, and as a forum for exchange of ideas and future planning.

18 Discussions  OCW v.s. OER OCW is designed based on University courses. OER has no such a restrictions. OCW is usually maintained by a single contributor OER may have different strategies 18

19 Discussions  Is OCW Ready for Open Education ? OCW based on a face to face lecture contents lacks in teaching. OCW based on a face to face lecture video lacks in feedback or bi-directional communication between a instructor and students. OCW is not modular based contents. Meta Data is missing 19

22 Discussions  QA issue of OCW Publishing courses under the name of a University self- regulate their quality. There is no formal review process in many cases Connexions or MERLOT may have better strategies ? 22

23 Discussions  Emerging O.E. markets Open Education in many cases are not Free Education. Who is going to pay costs for Open Education?  Government ?  Students ?  Course providers ? 23

24 Discussions  Cost effectiveness of OER and OCW ICT serves to reduce the cost for delivering courses  Cost for copying  Cost for delivering  Cost for producing How about cost for teaching, testing and communicating? 24

25 Discussions  Will OCW/OER speed up advancement in Higher Education? Have Open Source Software speeded up advancement in Software Development ? -- Yes or Maybe This may not true for OCW/OER, because  Revising curse contents is much more complicated than programming.  Programming has less cultural issues than education.  Programming is much more self-descriptive than course contents. 25

26 Discussions  The role of IT in OCW/OER Course publication  LMS, CMS integration.  Use of cloud base services 26

27 Discussions  MOOCs (Massive Open Online Course) v.s. Universities Are MOOCs Open Education?  Yes, they are open to public but not always free. Why many top level universities are interested in MOOCs  Large test bed for pedagogical study.  Good way to find out potential students. 27

28 Conclusion  OCW contents needs to be redesigned so that the contents can be reused in various forms.  Use of IT from the design of a course may improve the situation. Module based course design can be achieved with help of good authoring software.  Lecture capture with automated caption and translation may help a lot to reduce production costs of OCW.  Pedagogical approach is essential for success. Technology oriented strategy may stall at some point.
