3. HUMAN DEVELOPMENT INDEX CBMS findings show that human development in Palawan is significantly improving. Cuyo registered the highest human development index. Human development is found lowest in the municipality of Española. Provincial HDI stood at about 0.491 in 1994, 0.590 in 1997, 0.698 in 2000, 0.716 in 2002, 0.770 in 2005 and 0.778 in 2008.
