Network Operations SGT Copenhagen meeting, May 20053 TASK O1 Task: To develop new ideas for network operations, with emphasis on customers in the provision of services Goals: The objective of this work shall be to investigate what can be defined as Network Operations, and to produce and exchange new ideas for network operations with a view to incorporating these ideas into the way NRAs work. The emphasis shall be put on customers Expected output: a clear definition of what can be considered as network operations; a knowledge base regarding network operations and the way in which they are implemented; a comprehensive approach with respect to related topics incorporated in network operations

Network Operations SGT Copenhagen meeting, May 20054 TASK O1 Strategy Phase 1: Identify what future network-wide management and day-to-day operations could be with the emphasis on customers in the provision of services; Identify what kind of elements and tasks shall be part of this and what kind of new ideas can be developed. Analyse the different network management approaches in the various countries. Phase 2: Start an interactive process of exchanging views, ideas, methods, and outcomes of elements and task of network operations. Phase 3: Co-ordinate with adjacent, related tasks such as optimising road capacity; Implement a structured way of working to ensure that the topics being developed in this task are well in line with the total picture of network operations

Network Operations SGT Copenhagen meeting, May 20055 TASK O2 Task: To take advantage of intelligent vehicles and infrastructure technologies to improve road safety (eSafety) Goals: The objectives shall be to inform NRAs of developments and alert them to matters that will directly affect them, and to meet the commitment to the commission to provide NRA information to the eSafety forum. Expected output: Progress reports; Dissemination of relevant information from the eSafety forum.

Network Operations SGT Copenhagen meeting, May 20056 TASK O2 Strategy The project for this task shall: Participate in the e-Safety forum in which stakeholders are already working to promote the development and deployment of intelligent vehicle systems; Stay informed; Express CEDR’s views and interests.

Network Operations SGT Copenhagen meeting, May 20057 TASK O5 Task: To optimise the use of the capacity of the road network Goals: The objective of this work shall be to inform NRAs of ways of making better use of their road network, and to identify where collective action by CEDR could support these aims Expected output : A report identifying CEDR members’ current and future thinking on network management, and the policies and tools that are to be used. If the report identifies common ground, an assessment would be made of CEDR’s role leading to future task proposals

Network Operations SGT Copenhagen meeting, May 20058 TASK O5 Strategy Analyse the “good practices” as described in the ITS handbook; Establish by means of a workshop or questionnaire potential ways of improving road use, both in generic terms and by existing examples; I dentify where NRAs could collectively create added value, for example issues concerning freight transport might be more effectively addressed through pan-European freight transport organisations; S how that new traffic management techniques need to be understood by all nationalities of drivers; H ighlight harmonisation issues for all innovative techniques; S et priorities regarding these issues, thereby leading to a more informed forward strategy for CEDR in this area.

Network Operations SGT Copenhagen meeting, May 20059 TASK O6 Task: To harmonise electronic fee collection (EFC) Goals: The objective of this work shall be to monitor and inform CEDR members of the experiences of implementing EFC and the move towards the interoperability of electronic fee collection systems across Europe. Based on the knowledge achieved, CEDR shall exchange its views with the Commission regarding implementation aspects of EFC striving for a sound EU- framework for the implementation of EFC service across Europe. Expected output: Lessons learned about implementation of EFC; In-depth analyses relating to interoperability aspects of EFC; CEDR shall provide the Commission with information about implementation aspects of EFC services.

Network Operations SGT Copenhagen meeting, May 200510 TASK O6 Strategy Identify and exchange experiences from those countries that have already implemented EFC; Disseminate these results to CEDR members; Identify issues that are of importance to CEDR based on the information gathered; Draw up a questionnaire covering several aspects: policies, organisational structure, and future activities relevant to the harmonisation of EFC and road charging; Propose further internal and external actions towards the Commission.

Network Operations SGT Copenhagen meeting, May 200511 TASK O9 Task: VMS harmonisation and interoperability Goals: The objective of this task shall be to monitor developments across Europe and to understand the issues arising and the obstacles to VMS harmonisation and interoperability. The work shall focus on informing CEDR about the time frame in which issues should be resolved and developing a strategy for their resolution. Expected output: A report on the results of the monitoring shall be produced; Recommendations on the need for a formal strategy and the type of strategy required shall be made; A collective view on how and when harmonisation and interoperability of VMS could be achieved shall be provided.

Network Operations SGT Copenhagen meeting, May 200512 TASK O9 Strategy Liaise with the NRAs in order to monitor and review the work currently being undertaken or planned; Monitor implementation of the FIVE rules (e.g. basic protocols to provide consistency); Report to CEDR to assist in identifying future actions and their time schedule, to allow VMS harmonisation and interoperability to be achieved; Develop strategic proposals for implementation

Network Operations SGT Copenhagen meeting, May 200513 TASK O10 Task: To develop systems that allow users' and residents' expectations to be better taken into account Goals: The objective of this task shall be to define tools that will allow NRAs to find out what users expect. A whole range of tools is now becoming available: annual large-scale road user surveys, typologies of different types of customers, marketing instruments, focus groups etc. Creating a platform for the exchange of views and perspectives will give NRAs a forum in which knowledge and ideas can be further developed. Expected output: A short state-of-the-art report; An inventory of the approaches used by the early adaptors regarding tools for finding out the wishes and expectations of a broad range of road users and residents; A final report and best practice guide.

14. Network Operations SGT Copenhagen meeting, May 200514 TASK O10 Strategy Highlight early experiences; Make an inventory on the various approaches used; Initiate a dialogue on the findings to provide insight into workable concepts; Disseminate the gathered information through reports or workshops; Submit to the EB a final report with conclusions and recommendations.
