Responsibilities include –Create definitions for "public safety shared infrastructure" and "primary wireless public safety voice or data communications systems” –Develops and recommends interoperability architecture and standards –Evaluates and recommends all wireless communications architecture, standards, and strategies –Makes recommendations to the chief information officer, the Governor's Office for Policy and Management, and the General Assembly –Develops funding and support plans that provide for the maintenance of, and technological upgrades to, the public safety shared infrastructure –Examines the project plans for primary wireless public safety voice and data communications systems of state agencies to determine compliance with the required architecture and standards for primary wireless public safety voice or data communications system. Established by HB226 in 2004 Consists of members from state and local government

4 ©2005 Commonwealth of Kentucky4 KWIEC Goals The KWIEC had five major goals for 2006 –Completion of the Mobile Data Project –Completion of the Voice Mutual Aid and Interoperability Project –Pursuit of a strategic initiative for the exchange of wireless data among public safety agencies –Participation in the SAFECOM Pilot Project –Installation of the first phase to the Kentucky Emergency Warning System (KEWS) Project

Mobile Data Project –Complete the statewide 800MHz wireless data connectivity for selected public safety agencies –Two phase deployment Phase 1 - northern part of the state. Phase 2 - western part of the state. –Two remaining installation Fulton County Detention Center Lafayette Water tower, Christian County –Both phases will be completed in 2006 (target – Oct)

Voice Mutual Aid & Interoperability Project –Provides nationally recognized mutual aid and channels in each of the three public safety frequency bands used in the Commonwealth –Phase 1 (Completed) »Install 18 new 800MHz sites »Install 38 new VHF sites »Replace 45 of 96 UHF sites –Phase 2 (Target completion December 2006) »Install the remaining 51 of 96 UHF sites »Repair any remaining antenna issues

Business Continuity Business Continuity This category addresses IT initiatives related to continuity of operations which make states better prepared for major incidents such as natural or man-made disasters… IT initiatives may enable government business to recover from security attacks, disasters, equipment failures or acts of terrorism… WINNER! The Commonwealth of Kentucky was awarded NASCIO’s “Best in Business Continuity” award for its Voice Mutual Aid & Interoperability Project

KYWINS Messenger Pilot Project –Text based Instant Messaging client for public safety agencies Used in MDT and fixed locations Secure, closed system Non-proprietary open source –Pilot completion in October –State-wide deployment scheduled to begin November

The SAFECOM Project –Develop a comprehensive statewide interoperable communications assessment –The Statewide Assessment was delivered on June 7, 2006 locally driven document was created by regional meetings with first responders and community leaders –The Commonwealth has reviewed the document The consortium (KOHS, KWIEC, COT, Justice) Is developing a strategic plan using the information from Safecom

KEWS Project –Replace the analog KEWS system with a modern infrastructure (digital microwave) –RFP awarded to Harris Microwave –Divided the state into East/West segments –The $26.8 Million funded in the 2004-2006 budget will cover the Eastern part of the state Phase 1 – Surveys and Engineering (Target completion Nov-2006) Phase 2 – Installation and turn-up (Target completion Dec-2007)

11 ©2005 Commonwealth of Kentucky11 Tentative goals for next Year 1.Complete Eastern Segment of Kentucky for the new Kentucky Emergency Warning System (KEWS) 2.Complete the deployment of the KYWINS Messenger 3.Create a strategic plan for “statewide” interoperability for the Commonwealth as recommended by SAFECOM 4.Establish a public awareness and outreach program for Public Safety and Communications Interoperability 5.Secure funding for the West segment to complete the KEWS upgrade

12 ©2005 Commonwealth of Kentucky12 Assistance from the General Assembly –We encourage your participation and support of the KWIEC –Support the awareness and outreach programs –We need your input on how technology and/or legislation is assisting other states in public safety –Help us secure the additional 16 million to complete the KEWS modernization project
