2 Prologue & Objectives "Russia's innovation potential is potentially greater than that of most other countries at comparable levels of GDP per capita thanks to substantial science base and a well developed education system in science and technology. Yet indicators of actual innovation activity remain low. There is striking imbalance between the public sources devoted to knowledge creation and the observed outputs in terms of innovation. Closing this gap constitutes one of the major challenges for Russian innovation policy. The key to success is in deep Revision of Economical regulation, creating healthy business environment

5 Created infrastructure About 20 special economic zones (SEZs) have been founded in Russia. Over 180 resident companies. 4 - innovation zones, 2 - manufacturing zones, 7 - tourism & recreational zones, 3 – port zones 2 - old zones of the 1990's, the Kaliningrad SEZ and the Magadan Additionally, four gambling zones are to be opened

14 S&T international collaboration opportunities Matchmaking (startup) support within international programs by FASIE (www.fasie.ru) and FASIwww.fasie.ru – EBN agreement signed in 2007 (over 10 projects implemented) – EEN cooperation since 2008 via Gate2RUBin targeting FP7 support also. – ANVAR agreement 2007, 23 projects supported – BMBF agreement 2008, German – Russian S& T cooperation (12 projects 08, 18 projects 09) European FP7 and Eureka programs – Istok-Soyuz program - Russia to FP7 collaboration – Eureka program (supported by FASI, now FASIE)

15 Conclusion There are new good opportunities possible: Open direct presence of your business in Russia in SEZ (huge investment >3-4 mln.$) Join the innovative ICT business cluster already resident in SEZ Dubna with symmetrical incubation in Spain, Latin America (minimal investment and even possible governmental support for matchmaking and startup processes)
