3 BACKGROUND  2010- Ch. 4 included Common Core & Keystones as part of graduation requirement including 1/3 of the grade  Current Regs. under review “tweaked” graduation requirements and updated CCS to PA Core 3

4 INDEPENDENT REGULATORY REVIEW COMMISSION (IRRC)  IRRC Public Meeting & Vote on Proposed Changes to Chapter 4 - November 21 st  Full Day Session  3 Minutes/Presenter  5 IRRC Members Vote:  2 appointed by Democrats  2 appointed by Republicans  1 appointed by the Governor  IRRC website IRRC website 4

5 CONSEQUENCES  IRRC must approve the entire regulation or vote it down  Yes Vote -> Regs get published in Bulletin  No Vote -> State Board has 40 days to respond  Second No Vote ->Legislature Can Get Involved  Consequences -- if Chapter 4 revisions fail Consequences 5

6 COMPREHENSIVE PLANNING/ SCHOOL IMPROVEMENT 6

7 7 CP UPDATE A process has been established for using Comprehensive Planning under the Revised Ch. 4 Planning RequirementsRevised Ch. 4 Planning Requirements System Guiding Questions have been revised to align with System Guiding Questions SAS components, Framework for Teaching, Framework for Leading, and Turnaround Principles Additional offline planning tools that support Root Cause Analysis have been developed for the enhancement of the Guided Planning Structure within the CP web app Special Ed Training for Phase 3 Districts is currently being conducted across the state

8 8 CP UPDATE Additional New Developments Include: Special Ed Revision Notice (SEPRN) functionality Data import process to bring in SPP designations instead of AYP Printing information from the archives Charter school ability to submit improvement plans via web application EdNA import process Title 1 Schoolwide program planning addendum added to school level plan Changes are not expected to take effect for a few months and should not impact the Phase 2 and 3 planning processes.

10  Public Release Is Scheduled for December 9  Related PVAAS Updates Are Expected in Early January  Designations Are “In Flux” Due to School Closings  At least 12 and up to 20 Priority/Focus schools were closed and that will impact the list  50% change of population = New School or Closed School  Superintendents are required to inform PDE  EdNA data should be updated annually  Designation Letters Have Not Yet Been Sent  Letters Should Go Out at Thanksgiving 10 SPP UPDATES
