5 International Organization for Standardization (ISO*) Background
The "International Organization for Standardization" would have different abbreviations in different languages ("IOS" in English, "OIN" in French for Organisation internationale de normalisation), it was decided at the outset to use a word derived from the Greek isos, meaning "equal". Therefore, whatever the country, whatever the language, the short form of the organization's name is always ISO. International standardization began in the electrotechnical field: the International Electrotechnical Commission (IEC) was established in Pioneering work in other fields was carried out by the International Federation of the National Standardizing Associations (ISA), which was set up in The emphasis within ISA was laid heavily on mechanical engineering. ISA's activities came to an end in 1942. In 1946, delegates from 25 countries met in London and decided to create a new international organization, of which the object would be "to facilitate the international coordination and unification of industrial standards". The new organization, ISO, officially began operations on 23 February 1947. *[ISO is a Greek derivative, rather than an acronym]

8 General Assembly Role The General Assembly is constituted by a meeting of the Officers and delegates nominated by the member bodies. Correspondent members and subscriber members may attend as observers. As a general rule, the General Assembly meets once a year. Its agenda includes: inter alia, actions relating to the ISO annual report an ISO multi-year strategic plan with financial implications the Treasurer's annual financial status report on the Central Secretariat The President is Chairman of the General Assembly.

A member body of ISO is the national body "most representative of standardization in its country". Only one such body for each country is accepted for membership of ISO. Member bodies are entitled to participate and exercise full voting rights on any technical committee and policy committee of ISO.

The General Assembly may establish advisory committees, called policy development committees. They are open to all member bodies and correspondent members, and their management reporting line is to the Council

19 CASCO Committee on conformity assessment (CASCO)
To study means of assessing the conformity of products, processes, services and management systems to appropriate standards or other technical specifications To prepare international guides and International Standards relating to the practice of testing, inspection and certification of products, processes and services, and to the assessment of management systems, testing laboratories, inspection bodies, certification bodies, accreditation bodies and their operation and acceptance To promote mutual recognition and acceptance of national and regional conformity assessment systems, and the appropriate use of International Standards for testing, inspection, certification, assessment and related purpose P-members (63); O-members (37)

20 COPOLCO Committee on consumer policy (COPOLCO)
To study means of helping consumers to benefit from standardization, and means of improving consumer participation in national and international standardization. To provide a forum for the exchange of information on the experience of consumer participation in the development and implementation of standards in the consumer field, and on other questions of interest to consumers in national and international standardization. To advise ISO Council as to the consolidated viewpoints of consumers on matters relevant to ISO's current and potential standardization and conformity assessment work. To advise ISO Council on the need for new or revised policies or actions within ISO as they relate to consumers' needs. P-members (50); O-members (43)

21 DEVCO Committee on developing country matters (DEVCO)
To identify the needs and requirements of developing countries in the fields of standardization and related activities (i.e. conformity assessment including accreditation, quality and metrology) and to assist the developing countries, as necessary, in defining these needs and requirements. Having established these needs and requirements, to recommend actions to assist the developing countries in meeting them. To monitor the implementation of the ISO Action Plan for Developing Countries. To provide a forum for the discussion of all aspects of standardization and related activities in developing countries, and for the exchange of experience among developing countries and developed countries, as well as among developing countries. 28 Technical Management Board
To report to and, when relevant, advise Council on all matters concerning the organization, coordination, strategic planning, and programming of the technical work of ISO. To examine proposals for new fields of ISO technical activity, and to decide on all matters concerning the establishment and dissolution of technical committees. On behalf of ISO, to keep the ISO/IEC Directives for the technical work under review, to examine and coordinate all proposals for amendments and to approve appropriate revisions. To establish (and dissolve) Technical Advisory Groups (TAG) in order to obtain expert advice, and to appoint their members and chairmen.

29 Technical Management Board
To act, within the framework of established policies relating to the technical work, on the following matters: monitoring of the work of technical committees and project management requirements; approval of titles, scopes and programs of work of individual technical committees; allocation or reallocation of secretariats of technical committees and, in the case of there being more than one candidate, allocation or reallocation of secretariats of subcommittees; appointment of chairmen of technical committees; appeals against technical committee and subcommittee action or inaction; resolution of technical coordination issues between ISO technical committees, and vis-à-vis IEC, other international organizations, and regional organizations; advising the Secretary-General on technical interface questions between ISO and IEC, and with respect to technical collaboration with other international standardizing bodies.

To establish definitions, categories, levels and classification of reference materials for use by ISO. To determine the structure of related forms of reference materials. To formulate criteria to be applied for choice of sources for mention in ISO documents (covering also legal aspects). To prepare guidelines for technical committees for making reference to reference materials in ISO documents. To propose, as far as necessary, action to be taken on reference materials required for ISO work. To deal with matters within its competence arising in relation with other international organizations and to advise the Technical Management Board on action to be taken. Technical advisory groups (TAG) are established, when necessary, by the Technical Management Board to advise the Board on matters of basic, sectoral and cross-sectoral coordination, coherent planning and the needs for new work. 34 Technical Committees Basic information is provided for each technical committee (TC), listed in numerical order, with subcommittees (SC) and working groups (WG) on the ISO web site ( The list begins with JTC 1, the Joint ISO/IEC Technical Committee established in The ISO technical committees are assigned numbers in order of their establishment, from TC 1 in 1947 to TC 229 in 2005 When a technical committee is dissolved its number is not allocated to another technical committee. The following technical committees have been dissolved: 3, 7, 9, 13, 15, 16, 32, 40, 49, 50, 53, 55, 56, 57, 62, 64, 65, 66, 73, 75, 78, 80, 88, 90, 95, 97, 99, 103, 124, 125, 139, 140, 141, 143, 151, 169, 187 and 200. Certain technical committees have no further work item under study or foreseen; they regularly review the ISO International Standards for which they are responsible. Their titles are followed by "STAND-BY" in the list of technical committees.

35 Technical Committees Technical committee and subcommittee secretariats
Each technical committee and subcommittee has a secretariat assigned to an ISO member body - AFNOR, ANSI, DIN, SIS, etc. Conveners of working groups A working group does not have a secretariat but an individual convener appointed by the parent committee to which he will report. Teams A working group may be subdivided into teams. Each team will have a team leader appointed by the parent committee to which he will report.

When a technical committee nominates a permanent chairman, he/she need not be a national of the country holding the secretariat. Chairmen are normally appointed for a three-year term by the ISO Technical Management Board. The figure in brackets shows the year at the end of which the term of office expires. The chairman of the joint technical committee is appointed by both the ISO Technical Management Board and the IEC Council.
