2 Business Incubator Definition  6th International Summit of Business Incubation and Technology Park Associations Dortmund, Germany, November 16 – 18, 2002 A Business Incubator is an economic and social development entity designed to select, establish, and accelerate the growth and success of new, entrepreneurial businesses through a comprehensive business assistance program. The incubator’s main goal is to produce successful businesses that will leave the program financially viable and freestanding. Incubator graduates create jobs, revitalize communities, commercialize new technologies and create wealth for local and national economies.

3 Critical to the definition of an incubator is:
Management that develops and orchestrates business, marketing and management resources and relationships tailored to the needs of the business clients Shared office services, training, technology support and equipment Selection of clients and an acceleration process by which businesses become more independent and progress to graduation Assistance in obtaining the financing necessary for business growth Business Incubators gain added value by providing access to appropriate rental space and flexible leases in an incubator facility.

4 SCIENCE PARK DEFINTION IASP, International Association of Science Parks
A Science Park is an organization managed by specialized professionals, whose main aim is to increase the wealth of its community by promoting the culture of innovation and the competitiveness of its associated businesses and knowledge-based institution. To enable these goals to be met, a Science Park stimulates and manages the flow of knowledge and technology amongst universities, R&D institutions, companies and markets; it facilitates the creation and growth of innovation-based companies through incubation and spin-off processes; and provides other value added services together with high quality space and facilities. This definition also applies to Technology or Research Park

RESEARCH AND INNOVATION These activities are intended to stimulate technological innovation, the utilisation of research results, transfer of knowledge and technologies and the setting up of technology business in the EU and in all its regions, not least in the less-developed areas. Innovation is also one of the most important elements throughout this activity.

RESEARCH AND INNOVATION These actions will provide general support to innovation, and will complement national and regional activities with a view to increasing the coherence of efforts in this area. Some of these activities will be carried out in liaison with the European Investment Bank (EIB) (in particular by means of the European Investment Fund (EIF) under its ‘Innovation 2000 Initiative’, as well as in co-ordination with measures taken through the Structural Funds

10 CO - OPERATIVE RESEARCH CRAFT
A limited number of SMEs from different countries with specific needs or problems outsource the required research to an RTD performer, while retaining the ownership of the results. The projects are relatively short term and may include innovation activities and activities of consortium management.

11 COLLECTIVE RESEARCH SECTORIAL PROJECTS
A form of research undertaken by RTD performers on behalf of industrial associations or industry groupings in order to expand the knowledge base of large communities of SMEs and thus improve their general standard of competitiveness The projects may include research and innovation activities, as well as dissemination of training activities and consortium management

12 SME TechWeb A new website designed specifically for technology – oriented companies with less than 250 employees, in particular those wishing to innovate and internationalise. Information includes a step- by step approach to completing successful project, sources of local and personal assistance, previous projects and Programmes, implications for SMEs in ERA, details of the new FP6 pilot actions, collective research, plus useful links and contacts

To create or develop true strategic and durable partnership Application by Industry and academia partners from at least 2 different countries Co-ordinating host from industry or academia, with one or more partners from the other country Funding of exchange of experienced researchers amongst staff members, in both directions (2-24 months) Includes SMEs, spin - offs, start ups

15 INDUSTRY –ACADEMIA STRATEGIC PARTNERSHIP SCHEME
Encouraging the cross – sectorial transfer of knowledge between academic and an industrial institution with the possibility to have more than one partner in one sector “strategic partnership” around a common project/collaboration The mutual exchange visits could be followed by “reintegration phases” but this is not mandatory nor is any EU funding The staff exchange between the industrial and the academic (or public sector) participants is expected to be in both directions (i.g. one or more researchers seconded from the industrial to the academic participant and one or more academic researchers seconded to the industrial participant. However projects with secondments in only one direction are not excluded

The Information for Development Programme (infoDev) - multi-donor grant facility that supports innovative projects demonstrating the development opportunities offered by information and communication technologies (ICTs)

is aimed at fostering entrepreneurship and private sector development in developing countries. This initiative will be dedicated, over an initial three-year period, to the establishment of a network of incubators to facilitate the emergence and development of small and medium sized ICT enabled enterprises in developing countries aimed at promoting economic growth and competitiveness.

Activity 2: SUPPORT TO THE PERFORMANCE & GROWTH OF EXISTING INUCBATORS IN DEVELOPING COUNTRIES April 16,     - Shortlist of Proposals - 20 proposals have been shortlisted for grant funding; - A final decision will be made in the next couple of weeks. - Final decision on project funding will be notified to the proponent and may be subject to clarifiations including without limitation regarding project activities, components and budget, satisfactory to infoDev.

Activity 3: TECHNICAL ASSISTANCE AND SUPPORT TO THE PLANNING OF NEW ICT INCUBATORS A specific activity targeting the countries that cannot draw on adequate private sector development environment, including the most disadvantaged countries or communities RFP for this activity is expected to begin around July/August 2003

The Gate 2 Growth Incubator Forum is a pan-European network of professional managers of technology incubators and incubators linked to research institutes and universities. The ultimate objective is to contribute to raising professional standards and the exchange of experience and good practice among incubators and business support services at European level

33 OFFSETS While there are different definitions used by industry and government for different purposes for this presentation offsets in defense trade are industrial compenstation practices required as a condition of purchase of either government-to-government or commercial sales of defense articles or defense services

35 OFFSETS Poland contracts for defense articles in 2003 have amounted 4,4 milliard US$ Offsets agreement have amounted nearly 9 milliard US$ - 10%-12% is devoted to transfer of technology - Technology Accelerator - Science and Technology Parks Consortium - Investment Fund and Venture Capital
