2 Extension Council Youth Leadership (ECYL) Topic #3 Learning Objectives: Understand the legal privileges and limitations of youth non-voting roles. Understand the responsibilities and expectations of council membership for youth and adults. Describe common barriers that often limit the ability of youth to participate in council meetings. Identify meeting procedures that are inclusive of youth.

3 Creating Youth Non-Voting Representative Roles & Expectations Job Description 1.Look over the sample job description. 2.Pay close attention to the terms listed for the position. 3.Modify the job description so it fits your council. 4.Report changes you decide upon.

4 Creating Youth Non-Voting Representative Roles & Expectations Bylaws 1.Look over the sample council bylaws. 2.Locate each place in the bylaws referring to new youth positions (underlined text). 3.Discuss and modify the bylaws in accordance with your council’s goals. 4.Report changes you decide upon.

5 Creating Youth Non-Voting Representative Roles & Expectations Bylaws Revision and Approval 1.Council appoints committee to handle bylaws revision. 2.Committee reviews current bylaws and incorporates language to add youth representatives. 3.Committee presents bylaws revision to full council for consideration. 4.Council discusses and approves bylaws revision.
