3 Background of GF projects for OVC component in Rwanda Since the year 2007/2008, MIGEPROF has been assigned to manage the GF grant related to OVC support in Rwanda. This has been done through three grants: GF Round 6: Scaling up to HIV/AIDS services with focus on prevention in Rwanda/OVC Component GF Round 7: “Towards Universal Access to integrated HIV/AIDS services in Rwanda” /OVC Component SSF-HIV: Single Stream of Funding / OVC Component (The consolidated grant for the National Strategic Plan for HIV)

4 Cont’d R6 &R7/OVC component were operating in 10 Districts: Musanze, Burera, Huye, Nyanza, Gisagara, Nyamasheke, Rusizi, Kirehe, Ngoma and Kayonza, but NCC/SSF-HIV project supported by GF is now operating in all 30 Districts.

5 Objectives of SSF/HIV Project Among the 9 Objectives of SSF/HIV Project, our objective is number 8: Ensure social and economic protection for OVC

6 Main achievement for Global Fund/Round 6/ OVC component GF/ Round 6 operated in 10 Districts, and the Project had 10 District OVC Technical Officers and one staff at national level 3000 OVC have been supported in secondary school 5000 OVC in primary school received material support 500 OVC in TVET

7 Main achievement for Global Fund/Round 7/ OVC component The Project operated in 10 Districts, and had 7 Staff at central level with10 staff at District level GF/Round 7 started in 2008, and had a timeline of two years (October 2008- September 2010) and it had a budget of 8,232,095 USD

8 Main achievement for Global Fund/Round 7 (Cont’d) 18,350 OVC in secondary school have been supported by GF/Round 7 and among them 1,050 OVC have been graduated in S6 for the 1 st year of the Project. For the second year; 3,355 OVC ( 1,219 Female, and 2,136 Male) graduated under the support of GF/Round 7 859 OVC in vocational school have been supported and among them 359 received their start up kits after graduation

9 Main achievement for Global Fund/Round 7 (Cont’d) All sectors of the Country received each a computer to help in all statistics and problems related to OVC (416 Computers) 100 Early Childhood Development (ECD) centers have been supported and received different materials like kitchen equipments, mattress, swinging, toys, trainings, etc. Through these ECD Centers, 8938 Children were supported Caregivers were supported through Income generating activities: 3,068 OVC caregivers and 3074 OVC were supported in starting their IGAs. Among them 12 clusters are now cooperatives.

10 Main achievement for Global Fund/Round 7 (Cont’d) Local leaders and police staff have been trained in child rights, community planning, HIV prevention and gender abuse, etc

11 GLOBAL FUND SSF/HIV PROJECT/NCC(2010-June 2013) With this Project, NCC/MIGEPROF shifted from 10 Districts to 30 Districts. It has 9 staff at National level and 1 staff at each District: At National level: Program Manager, Finances Officer, Accountant, Monitoring and Evaluation Officer, Policy and Strategy Officer, OVC Technical Officer, OVC Data Manager and 2 Drivers

12 GLOBAL FUND SSF/HIV PROJECT/NCC (2010-2013) For the year 2011, NCC/ SSF/HIV Project had a target of 41,484 OVC to be supported in secondary school and the total OVC supported were 41,932 The target for OVC to be supported in primary school with uniforms and materials was 20,000 OVC and 20,090 were supported For TVET, 2,372 OVC received their support in the last school term which includes school fees and startup kit after completion of the training Each OVC in VET receives school fees and after completion (graduation), each one receives a start-up kits.

13 GLOBAL FUND/ SSF/HIV PROJECT/MIGEPROF (2010-2013) For the year 2012, NCC/ SSF/HIV Project had a budget for 30,230 OVC to be supported in secondary school and the total OVC supported by June 2012 were 33,375 For TVET the target was 2,465 OVC and by June 2012, a total number of 2,487 OVC are being supported. Each OVC in VET receives school fees and after completion (graduation), each one receives a start-up kits.

14 GLOBAL FUND/ SSF/HIV PROJECT/NCC (2010- 2013) (Cont’d) N.B: The activities listed below were carried out by NGOs that contracted with NCC: World Vision, Food for the Hungry, Strive Foundation and SWAA Rwanda. Material support for 100 Early Childhood Development Centers (ECDC) per year. Nutrition support for 100 ECDC was provided. This means one milk cow per each ECDC; IGA support for 5, 000 OVC care-giving households

15 How are Funds disbursed? NCC does request to the MoH/SPIU each quarter following the Plan of Action Districts and Subrecipient NGOs also request funds to NCC on quarterly basis Quarterly reports are produced and sent to MoH/SPIU Only Financial reports are sent to Global Fund every month

16 How are OVC selected? Criteria are set by NCC and disseminated to village level by the District; OVC are selected in their villages based on those criteria, in a meeting with all people in villages; OVC lists are approved, signed by local authorities: 4 people in the village including one child representative Lists are sent to Sectors, to Districts and then to NCC

19 NCC/ SSF/HIV Project ( July 2013-June 2015) From July 2013 to June 2015, NCC/SSF-HIV Project operates in all 30 Districts, The number of OVC Technical Officers reduced from 30 to 15, One OVC Technical Officer coordinate two Districts
