4 Brief History Howard University is one of the nation’s leading historically Black universities. The brainstorm to establish this institution came in 1866, but the university officially began March 2, 1867. The university was formed by the First Congregational Society of Washington to be a theological seminary for the education of African-American clergyman, but expanded to include education in the liberal arts and medicine, weeks later. The university was named after Gen. Oliver O. Howard- former commissioner of the Freedman’s Bureau and civil war hero.

6 Governance Howard University is uniquely operated through a board of trustees unit who are responsible for the endowment and governance of the university. The board of trustees is chaired by Mr. Addison Barry Rand, who is the CEO of the American Association of Retired Persons. The board of trustees is composed of twenty-nine (29) members, including the university’s president, from across the nation who work in various fields from education to law. The board of trustees has two faculty representatives from the undergraduate and graduate level (serving a one year term), two students from the undergraduate level (serving a one year term), and three alums (who are elected for three year terms).

7 Governance Continued 0 The Board recently conducted a year-long review, initiated to address the considerable change that has occurred at the University within the last decade, i.e., transitions in leadership and changes in the higher education environment as well as the Board’s need to conduct a review of itself. The review was conducted (1) to provide the Board with the opportunity to engage in the same rigorous review that the University underwent in all other areas of its operations, and (2) to ensure that the Board was appropriately organized for effective leadership.
