2 USA: Hilary Clinton Supports Israel’s security Top priority is peace between the two countries Visits the countries – Palestinians that they must end violence with Israel – Israeli leaders that they have a lot of work to do before achieving peace

3 USA Plan for a path for peace between the Israelis and the Palestinians – Plan by former US senator George Mitchell – Accepted by the US, Israelis, and Palestinians Agreed to stop attacking each other, didn’t follow through, continued fighting More US help is needed to accomplish peace – Currently not influencing the Israeli government

4 USA Combat terrorism – Lead by President Bush – Assisted by Arafat (Palestinian leader) – Has not helped much Arafat may be linked to supporting terrorism rather than fighting against it Failure of The Mitchell Plan – Did not protect Palestinians from Israel

5 United Nations Gave land to the Jews after World War II – Palestinian Muslims were living on this land at the time – Religious conflict over East Jerusalem Partition Plan in 1947, failed Anti-Israel stance United Nations met with the European Union, Russia, and the United States in Moscow and called to halt settlements

7 United Nations UN chief Ban Ki Moon and Arab leaders met in Libya to support US-led efforts to help with peace talks between Israelis & Palestinians – Moon criticized Israel's decision to construct 20 dwellings in East Jerusalem, calling them illegal under international law – Moon says Israelis & Palestinians should do more to create peace between them – Moon says that peace is primarily at the hands of the parties themselves

11 Plan to Compromise Issue: Self Determination – Both Arabs and Jews claim that they have a right to the land and their independence – Palestinians want the borders of 1967 back and an independent nation and will supposevily stop terrorist attacks in exchange for it – Israel does not want to give the borders of 1967, they do not trust Palestinians will stop attacks – Outside intervention is needed for the drawing of borders, the two nations can not do it themselves

12 Plan to Compromise Issue: Security – The Palestinians continue to plan terrorist attacks on Israel Israel needs a stronger security system that will work to prevent these attacks The US should help devise a plan that works for both – Border changes could either help or worsen this problem A physical border or international force may be needed to prevent fighting

13 Plan to Compromise Issue: Religion – Jews vs. Muslims Both sides need to understand that Jerusalem has religious significance for each of them Jews want complete control of Jerusalem, while Palestinians want control of East Jerusalem Both sides do not want intervention from outside nations regarding their religious differences

14 Plan to Compromise Issue: Religion (cont.) Ehud Barak, former leader of Israel, attempted to negotiate East Jerusalem with the Palestinians, but it did not work – There is much disagreement over what he offered – Both sides should try a plan like Barak’s again, but make sure they both fully understand the land negotiation
