For the frequent seismic activity in Chile and in particular following the earthquake of february 27, 2010, it became apparent lack of systems for communicating timely and clearly to the people the basic instructions for the protection of life. EARTHQUAKE AND TSUNAMI IN CHILE Since 1.570 there have been 108 earthquakes in Chile on a scale greater than 7 º Richter, who consider 11 tsunami (Ref: Geophysics Department, Chile University).

Government Commitment The Government Program of Emergency and Reconstruction, in relation to the earthquake on February 27, agrees to implement a messages alert emergency system using the public mobile telecommunications network. DISASTER RESPONSE IN CHILE

Strategic Plan ONEMI - SUBTEL - Mobile Operators On May 17, 2010 the Undersecretary of Telecommunications signed with the Mobile Network Operators agreement to spread freely by the public network, the emergency alert messages, which are generated by the State to warn people of one specific geographic area DISASTER RESPONSE IN CHILE

Law 20.478 Emergency and Reconstruction “In emergency situations resulting from natural phenomena, electrical failure or catastrophe the operators of telecominicaciones services must transmit at no cost……………. the emergency alert messages assigned by public agencies authorized by this Law. This in order to allow the exercise of governmental functions of coordination, prevention and resolution of effects that may occur in emergency situations”. A regulation will define the interoperation between these warning systems and operators of telecominicaciones services DISASTER RESPONSE IN CHILE

Alert Emergency System Analyzed some international experiences, the National Emergency Office (ONEMI), Mobile Network Operators and the Undersecretary of Telecommunications (SUBTEL) agreed that the best alternative solution is the implementation of the Alert Emergency System Georeferenced, which provides for the distribution of alerts by mobile networks, Digital TV, Radio, Speakers, Social Networking, etc. On April 15, 2011 SUBTEL – ONEMI, by public licitations awarded the Alert Emergency System for Global System Company, representative eVIGILO manufacturer's. THE IMPLEMENTATION OF THE SYSTEM WILL ALLOW : Alert opportunely to the population about emergency situations. Have a mass alert system that is not affected by the congestion of public networks. Send alert messages to specific geographic areas. Generate messages centralized under the responsibility clearly defined by the Chile State. Process the events, signals or warning information. Develop various alert messages to the affected area. Automatically validate the alert messages (source, content, destination). Send messages to mobile networks of all technologies (2G, 3G, 4G). Interconnection with mobile networks for delivery of the message and the information associated with of warnings. Inform the population and save lives.
