1 Section 508 Evaluation of EAST (A USPTO network-based proprietary application) Attachment C

2 Assistive Software Used to Evaluate EAST JAWS for Windows NT Version 3.71 –JAWS for Window Braille Viewer MAGic NT Version 6.2 Screen Magnification DragonDictate Professional Version 5.0 Voice Recognition Software

3 Applicable 508 Standards (Of the 11 SW standards only 8 were applicable) That designed Keyboard Functions work properly Visible Tracking of the System Focus The Focus Programmatically exposed to Adaptive Software System Elements have proper Id & operation Bitmap Consistency Text Sent through System BIOS Color Coding System Color & Contrast Cannot be Overridden

4 Evaluation Approach to EAST Menu System Dialog Boxes General Navigation COTS Products

5 Menu System EAST Menu System Checked all accelerator keys Identified missing Accelerator keys Checked Submenus Checked Ellipsis Checked all drop down menus Identified Missing Ellipsis in Menu System

6 Evaluation Results Menu System 508 Issues There are accelerator keys missing Menu Items with accelerator all work properly. Menu Items missing ellipsis. Submenus worked fine

7 Missing Accelerator Keys

8 The Search History Menu item produces a dialog box when selected. There is no ellipsis on the menu item.

9 Dialog Boxes Checked to see that all elements in the Dialog Boxes were in the Tab order. Checked to see if all tab controls were properly identified and spoken. Checked to see if the Tab order followed a logical sequence. Checked to ensure that all elements were receiving the visible focus.

10 Evaluation Results Dialog Box 508 Issues Dialog box does not follow a logical Tab order The Dialog box controls are not being properly spoken as the tab key moves between controls.

11 The Actual Tab order of this window is vertical. The logical Tab order of this Dialog box should be horizontal.

12 There are 3 Radio Button Dialog groups. When I press the tab to move to the different Groups the Radio Button focus does not move between the groups so the user has no idea what they are suppose to do when they land on the group. Titles being read Radio Button controls not being read because the focus does not move to the new Group being selected.

13 General Navigation Checked General Navigation of the EAST Main Desktop and Browser Treeview Pane 2 Upper Right Pane 3 Bottom Pane All Browser Panes

14 Evaluation Results General Navigation 508 Issues Non Standard Window Panes Window Pane Navigation not functioning. Pane 3 had no keyboard Focus Treeview Pane Focus Switches to Pane 2 without a keyboard command to do so. On Screen Tabs Receive no keyboard focus Text View & Image View have no keyboard commands of any kind.

15 This Section receives no keyboard focus Focus skips out of Treeview Move from Pane to Pane And back again

16 This Section has no keyboard command to get focus These two Tabs have no keyboard commands None of these Tabs can get keyboard focus

17 Evaluation Results COTS Products 508 Issues The Grid Cell Pointer does not give focus to the Assistive technology The Bitmaps cannot be labeled consistently –Redraws a new workspace every time –Give the Bitmaps the same Id for two different states of the same control. (Checkboxes) Textual Identifiers with color coded objects

18 This Cell Pointer does not give Focus to the assistive technology. There is no Bitmap consistency for the EAST’s checkboxes

19 When Colors are used to identify certain functions either a textual identifier or tool tip must be used to determine the desired function.

20 Evaluation Results COTS Text Control Processor Unable to get system focus into the Text View Box. Unable to read text in the Text Viewer with either a system cursor or JAWS review cursor. The inability to read the text in the Text Viewer is symptomatic of text not being sent through the BIOS. USOCR text is not clean.

21 Textview cannot be read with the system cursor or the JAWS review cursor. Not being able to read this text is symptomatic of text not being sent through the operating system.

22 Evaluation Results COTS Image Viewer The Image Viewer unusable with speech. The Image Viewer works with low vision users. None of the diagrams can be read because they are TIF files. Product abstracts are available through the Text Viewer. There is not corresponding text for all images.

23 The text and diagrams cannot be read in the Image View because they are TIF files.

24 Evaluation Results Overriding Contrast & Colors EAST color defined system prevents the Windows system defined colors and contrast to work. When system contrast and colors are applied not all window background colors change. Some text foreground & background don’t change so that text inside of windows appear to be blank.

25 There is text in this regular window

26 Evaluation Results Summary Four major areas for correction: –Grid –Text Control –USOCR Text –Standardized mapping All areas can be corrected. Documentation requirements must be determined.
