U.S. Department of the Interior U.S. Geological Survey Indiana Silver Jackets Real- time Inundation Mapping Pilot Project Scott Morlock USGS Indiana Water Science Center October, 2009

Silver Jackets Vision A dynamic flood mapping application, based on real-time and forecast hydrologic data, for EVERY flood-prone community

Inundation Mapping Pilot Project  IN Silver Jackets Pilot Project  11-miles, White River, Indianapolis  Tied to USGS streamgage & NWS flood forecast point

The Partnership Funding:  City of Indianapolis  Indianapolis Museum of Art  IN DHS  USGS  The Polis Center In-kind:  NWS  IDNR  IU Grid Lab  All Silver Jackets Partners

The Project Components: 1. Static flood maps library 2. HAZUS detailed analysis 3. Real-time dynamic application

Approach  Develop GIS static map library  Perform Level 2 Hazus analysis  Build dynamic application based on static map effort  Partners use & test dynamic application  Implement static maps publically through NWS AHPS

Progress  Static map library delivered to partners  Polis completed HAZUS analysis & report  Dynamic RT application rolled out in June  Working with NWS on AHPS delivery

 Gathered DEMs, channel geometry, high-water mark, streamgage historic data.  Built calibrated hydraulic model – USGS FastMech  Made multiple model runs for increasing streamflow/stage  Produced a map GIS grid for each stage at a preset interval – e.g. every foot Static Library Mapping Process

FastMech – What and Why WHAT  USGS 2-D hydraulic model  GIS front end (MDSWIMS) WHY  Speed  Stability  “Auto-adjusting”  Outputs flood grids

Static map library  Maps in increments of 1 foot from bankfull to >21 feet  Delivered to partners through  GIS server  GIS raster files  PDF files  Working with NWS on AHPS delivery  QA/QC & metadata

HAZUS Analysis  Polis Center  HAZUS MR-3 Level 2 Analysis – 15 min.  Imported flood grid  Imported inventory – IMAGIS  # structures, structure damage, structure count by category

SOA – Service Oriented Architecture Allows different applications to exchange data with one another. Products/services based on interoperability of independent & distributed applications.

Some points  RT application is state-of-the-art – and experimental!  IN approach  Get RT infrastructure built and tested  Build static map libraries served through AHPS  Implement static models in RT application later  A platform to build on – more complexity, trib inputs, breach modeling  Highly expandable, ideally suited for partnering – everyone can have a part

Potential partner components  NWS – flood forecasting, tech guidance, QA/QC  USGS – streamgaging, channel surveying, H&H  FEMA – HAZUS-MH, RiskMap  USACE – hydraulic modelling, reservoir ops  Private sector – new hydraulic models  State and local partners – flood response plans  Universities – research, social science

Issues  Sensitivity  DEM data  Models  Channel data  Maintenance  Channel changes  Levees, etc  Hazard communication & public awareness Prof. Venkatesh Merwade, Purdue University
