Reconstruction of National Emission Inventory System (NEIS) > 3 rd UNECE TFEIP & EIONET Workshop, Cordoba, Spain Davor Vesligaj EKONERG, CROATIA

> Outline of the presentation >National circumstances >Reconstruction of National Emission Inventory System >Expected results

> Legal framework (I) >Domestic: Law on Environmental Protection (1994) Law on Air Protection (1995) Rule Book on Environmental Emission Register (1996) >International: Convention on Long-range Transboundary Air Pollution (1992, sc) United Nations Framework Convention on Climate Change (1996, Annex I)

> Legal framework (II) >Rule Book on Environmental Emissions Register (1996) mandatory system of reporting scope of reporting (air, waste, wastewater) “bottom - up” approach annual reporting cycle methodology (source classification criteria, list of pollutants, emission estimation, reporting forms,...)

> Institutional framework Ministry for Environmental Protection and Physical Planning (NFP) Environmental Protection Agency (to be established) 21 County offices for environmental protection (local level) National Reference Center on Air Emissions (EKONERG) Central Bureau of Statistics, National Energy Institute

> NEIS data flow (present situation) National level Ministry/Agency Local level (EER) 21 County offices International level CLRTAP, UNFCCC Sources Point sources, Area sources National Reference Center EKONERG Institutions Statistic, Energy balance, Transport “bottom-up”“top-down” domestic format of reporting international format of reporting “bottom-up”

> Gaps > Improvements Methodology Data flow Software tools Support on local level QA/QC Cost - benefit

> Project objectives Establishment of new National Emission Inventory System that will facilitate/enhance: planning, implementation and evaluation of environmental policy and programmes on national, local and sector level, national efforts to fulfil international commitments, i.e. CLRTAP and UNFCCC, stakeholders capabilities of creating environmental policy by disseminating knowledge and information on environmental pressures

> Project targets (I) to build integrated emission inventory system that is operable and sustainable under national circumstances to use already established frame for data collection and carefully analyse cost-effectiveness of new solutions to take into consideration needs from “both sides” to provide new legislative framework, supporting documents and tools for the implementation of NEIS

> Project targets (II) to collect and apply knowledge and experience on “good practice” from countries having already established emission inventory system to use standardised methodology (EMEP/CORINAIR) and software tools (AE-DEM) developed by ETC-ACC as a “main frame” for NEIS, to transfer knowledge and support NEIS users to make data available to the public

> Design of new NEIS NEIS Database CollectER Local level National level International level CLRTAP (NFR) UNFCCC (CFR) EU directives IPPC,... (not mandatory) Source categories CLRTAP UNFCCC Point sources “bottom-up” “top-down” Environmental Emissions Register Central Bureau of Statistics Database, NationalEnergy Balance

> Expected results (mid 2004) Deliverables (draft regulation, guidance documents, software tools, web page) Pilot implementation of NEIS Reports to CLRTAP and UNFCCC
