eurailSpeed milano 2005 Which market for high speed rail ? - The experience of Paris-Charles de Gaulle airport Jean Marie Chevallier Director of Airport Planning

The high speed train at Paris-CDG airport, a story of opportunity HST « junction » (1990-1994) Marseille Lille Lyon HST North Europe (1993) HST South East (1981-1983) HST Atlantic (1989-1990) Tours HST Méditerranée (2001) Paris-CDG - 1987 : decision by French government to build an HST interconnection passing close to CDG airport - 1989 : ADP/AF agreement for a mixed HST/RER station at CDG Terminal 2 - 02/11/1994 : inauguration of the HST station at CDG Terminal 2, a joint SNCF/ADP undertaking HST network in 2005

Current layout of Paris-CDG HST station Non stop TGV tracks RER B platform TGV platform N T2 CD T2 EF LilleLyon Paris

Rail services at Paris-CDG T1 RER1 T3 CDGexpress TGV TGV RER CDGVAL T2

The offer at CDG HST station 2005 :  ~ 50 trains per day (incl. 10 Thalys)  49 cities connected daily with Paris-CDG by a direct TGV  25 cities at less than 3 hours by TGV from Paris-CDG Journey time < 3h Cities on the HST network only served by plane from Orly airport Cities on the HST network served by plane from CDG airport

The traffic at CDG HST station 25% local pax = ~ 750 000 local pax ( local residents, visitors...) 75% intermodal pax = ~ 2 250 000 pax (connecting between plane and train ) => 4% of total traffic of Paris-CDG airport BUT => 13% of connecting traffic at Paris-CDG airport !!! Traffic figures of Paris-CDG HST station  Original forecast : 2 500 000 pax  1994/1995 : 500 000 pax  2005 : ~ 3 000 000 pax

Origin and destination of intermodal passengers North America = 22% South America = 8% Europe = 30% Africa = 16% Asia = 21% Source : DGAC - 2002 Average journey time of the intermodal travel = 12h40 Average journey time by plane = 7h20 36% 31% 33% Average journey time by train = 2h + Average connection time = 3h20 = Long haul flights

Pros an Cons of HST traffic at Paris-CDG Pros Land planning Improve accessibility of Paris-CDG airport Economy Substitution for unprofitable air destinations (example : Brussels) + better offer on short haul services for passengers Quality of service Trains stop directly inside the airport terminal = no need to shift from train to another transport mode in Paris downtown. Mitigation of slot congestion More slots available for long haul flights Sustainable development / Environment Substitution to planes on short haul flights. Cons Increased competition for short haul carriers Few such carriers at CDG Lack of train frequencies Long transit time at the airport (example : only 5 trains per day for BDX) No single ticket and baggage through check-in for intermodal journey Lack of coordination between train and air services schedule.

Future improvements in HST services  New or improved services with the extension of the HST train network : - Strasbourg at 2h20 by 2007 - Amsterdam at 3h30 in 2007 - London (by Eurostar) at 2h20 in 2010 ? - Rennes (Brittany) at 2h35 by 2011 - Bordeaux at 3h35 by 2015  More train stops : A 4 tracks station (with a possible 5th for Eurostar) = large capacity available At least twice more trains at Paris-CDG airport in 2020 Long term station capacity = up to 150 trains / day  HST Traffic forecast :  Conservative estimate : 4,5 M Pax by 2020 (20% of airport connecting traffic)  Long term potential : up to 7.5 M pax
