7 Scenario What should Cody do? Why? Cody is walking through the hallway at school. He spots a wallet on the ground and picks it up. 9 SOPA (Stop Online Piracy Act) Proposed in/by US House of Representatives to end online piracy (or at least make it more difficult) Online piracy is the downloading of ‘intellectual property’ or copyrighted material in any form (music, movies, games, graphics, books, etc.) How? Court orders would limit access to foreign websites ‘dedicated to theft’ Cut off U.S.-based payment processing for those websites Copyright © Texas Education Agency, 2013. All rights reserved.9 SOPA

10 In Reality The bill would limit access to a huge number of websites that the average internet user visits on a regular basis ISPs would be forced to monitor all internet traffic, and most anonymity would be gone As it stands now, most ISPs passively monitor what you are doing. This bill would force them to actively monitor what you are doing The government could also shut down any site that promoted (through advertising) these foreign companies Copyright © Texas Education Agency, 2013. 11 PIPA (Protect IP) Proposed in/by the U.S. Senate Like SOPA, it focuses on international websites that are ‘dedicated’ to piracy and allows the government to block access to those sites The only ‘big’ difference is that PIPA does not include provisions that would inhibit technology growth Copyright © Texas Education Agency, 2013. 13 Why are the bills such a big deal? Example You and your best friend record yourselves lip- syncing to your favorite song. The video is funny, so you upload it to a video-hosting website. The way SOPA is currently written, you could be arrested and put in jail for copyright infringement While this is an example of an extreme possibility, the government does have this option with the way the bill is written Copyright © Texas Education Agency, 2013. 14 Would they really work YES They would inhibit the growth of the Internet through fear fewer users = less piracy issues They would actively block problem sites and force ISPs to report users who try to visit those sites No For every new tactic implemented, there would be a new ‘hack’ to get around the system They would take technology back decades in terms of usage Think about your smartphones and having to implement blocking software on all electronic devices Copyright © Texas Education Agency, 2013. 21 Downloading by the numbers Let’s consider our first film again Retail purchase - $20.00 What happens when mass downloads occur?
