2 BACKGROUND The Standard & Quality Control Authority was established under the Ministry of Works & Human Settlement in the year January 2000. Entrusted with the primary responsibility to develop standards and ensure quality in the public infrastructure projects, the Authority under the Ministry of Works & Human Settlement has set its long-term vision as: “Enabling development of technically superior quality public infrastructure cost effective in its construction and engage the state of the art technology”.technology

3 ORGANIZATION STRUCTURE

4 Implementation Plan of the Eco House Project in Bhutan Activity 1: Select a group of Architect: Architects: 1.Department of Urban Development and Engineering Services, MoWHS: 1 No. 2. City Corporation (Municipality)1 No. 3. National Housing Development Corporation, MoWHS: 1 No. 4.Architects Association of Bhutan:3 Nos. 5.Engineers (Civil & Electrical) 3 Nos. The Architects will form task force members for the implementation of the project on the design phase.

5 Activity 2: Provide training and brainstorming on eco- housing principles and design: The Standards and Quality Control Authority, MoWHS will organize a workshop for the Architects and the Engineers. The Discussion will be held with relevant architects and engineers both from Government and private organizations and provide training on the principles and design of the eco Design.

6 Activity 3: Prepare scheme for an eco-house at a specific site following the approved plan: The site has been selected and is just above the existing SQCA building Resources – Materials and its availability The task force members will be given the responsibilities for coming up with a plan of the eco house putting in all the traditional Bhutanese features and other features of Eco Design

9 Activity 4: Finalize the scheme with the MoWHS and Municipality: A one day workshop will be organized where officials from the Ministry, NEC and the City Corporation will be called and a presentation will be given on the prepared scheme for the implementation. The finalized scheme will be submitted to the Municipality for approval

10 Activity 5: Construction of an eco-house at a specific site: The Eco house will be built with the Soil Cement Interlocking Blocks, the SQCA has already procured the equipments for the production from the Habitech Center, AIT, Bangkok For the construction works, we have proposed to involve masons and labors from the Construction Training Center under the Ministry of Labor and Human Resource, Thimphu as they have well trained masons Other features for the Eco house will also be implemented

12 Activity 6: Demonstrate the pilot eco-house: Demonstrate to both the Govt. and private sectors and create awareness through media Implementation of the Eco Design in rural settlements The eco house will be demonstrated to the public and knowledge shared
